Most all of us ardently wish we could comfortably do our part to advance a political movement that is so powerful and self-evidently likely to succeed that it inspires our absolute confidence that it will rescue the world from its impending social, economic and environmental ruin. HOW 'DSM' DISTRICT SOVEREIGNTY RESCUES OUR ENVIRONMENT

The most noble goal our 'DSM' movement will achieve will be to hasten the day when mankind’s collective, yearly effect on the planet does more environmental good than harm. In order to best achieve this noble goal our 'DSM' constitution bestows an enormously high degree [nation-level] of sovereignty to each district. Our 'DSM' constitution mandates that our regional confederation defend the borders of each district at any level of severity that individual district chooses [by majority vote of that district’s population]. Gradually, over time, for the most honorable reasons, districts will take full advantage or their absolute freedom to gradually decrease ingress across their borders to levels far below today’s effectively unrestricted level. The collective affect of these highly likely, rising border restrictions will be an enormous reduction of the mobility of people and products, worldwide. This steady reduction of importation will be matched by an equal, steady increase of each district’s self-reliance on locally produced consumable goods [food mainly]. This, in turn, will necessitate district population reduction [birth control?], done with the least possible civil strife, in order that the demand for district resources will not exceed the district’s ability to sustainably supply their population. This population reduction and local self-reliance, done voluntarily by districts, will achieve our 'DSM'’s environmental goals far more quickly, peacefully and constructively than the imposition of most any of our confederation’s rightful, environmental edicts. Thus we now recognize that the establishment of free, secure, sovereign, direct-democracy districts will bestow the absolute best means by which the world will be rescued from its impending environmental destruction.

DIRECT-DEMOCRACY BEST SECURES THE HIGHEST QUALITY CIVILIZATION

Societies [our 'DSM' district direct-democracy being the best] that jealously defend the right of their citizen majority to instantly destroy every blessing of civilization they possess, are, in fact, societies in which high-quality civilization is most secure. Only by enduring a long, agonizing process of the ever-increasing levels of voter responsibility will we district citizens have been able to achieve the high level of enlightenment, wisdom and goodwill necessary to secure our high-quality civilization. We citizens will be so enormously proud of our dynamic voting and campaigning heroism that will have created our 'DSM' district nation’s high-quality civilization, that we will never cease our unrelenting defense of our freedom, justice and prosperity.

THE CONFEDERATION- ITS MINIMAL POWER TO ENFORCE CONFEDERATION STANDARDS

Our 'DSM' constitution ordains a geographically larger, politically weaker government that is a confederation of our region’s many districts The 'DSM' constitution strictly prohibits the confederation from imposing anything but the absolute minimum degree of authority over any district’s government. The confederation is forbidden any direct governing authority over any citizen. A 'DSM' confederation government will principally exist to defend district borders and defend the sovereign right of each individual district to institute any style of government its majority chooses.

SOVEREIGNTY EXCEPTIONS INTRODUCTION [See- Constitutional Basics for elaboration]

In the least invasive manner possible, the confederation will make certain that each district government: 1- ENVIRONMENT- protects the district’s environment; 2- BORDER CONTROL- does not negatively affect other districts; 3- FREE And FAIR ELECTIONS- defends free, fair and uncoerced majority rule; 4- WEAPONS CONTROL- prevents its citizens, army and police alike from possessing weapons of excessive lethality [tanks, rockets, etc]. These four governing categories [details of which are constantly altered by regional, popular, majority vote] are referred to in the 'DSM' constitution as the sovereignty exceptions or Confederation Standards. So long as the district government prevents the violation of these 4 standards within its borders, it is entirely free to govern in any way its majority directs and never experience the slightest governing from the confederation [miniscule confederation tax payable by the district as a whole= no personal taxes]. Our 'DSM' constitution is extraordinarily comprehensive in its coverage of every solution [and rational behind that solution] to every potential governing challenge your confederation is likely to face. Confederations can ordain the 'DSM' constitution in its current form or use it as a beginning document that your majority vote amends [issue by issue] to suit your confederation’s needs. Democratization of all District Wealth [optional]

One inspiring action every district’s majority will be free to take within its borders, will be the democratization of all wealth, both public and/or private. This means that [hypothetically], if there are citizens within our district that own or are receiving about 800 times more than most of the rest of us, we can vote [majority required] that 99%[?] of that wealth be equally distributed to every district citizen [then those affluent, whose wealth has been rightfully excised, would still be left with about 8 times more than the majority of us]. Over time, we citizens living and voting within a 'DSM' district will recognize the superior importance of most every other civic issue [particularly their environment]. We heartily welcome those whose prime motive, today, for advancing 'DSM' goals is their desire that they, or those who come after them, may one day honorably increase their wealth by this means. Every element of our 'DSM' constitution promotes and defends a glorious, sustainable civilization destined to succeed.

How will we free ourselves from the today’s destructive, ‘top down’ rule? Even the least sophisticated among us, worldwide, realize that the ‘moneyed interests’ that own our governments today will never allow us to vote [within the current system] our way to the actualization of real economic, political or environmental justice. ‘Top down’ rule will never willingly allow direct-democracy to establish ‘middle out’ rule. Today’s cabals realize that, if the world’s majority were in power and dispensing justice, they would lose most all their wealth and quite likely suffer the punishment their criminal behavior has earned them. We, the local majority, wherever we reside, must secede from every manifestation of power within our district borders, thus, wresting power from our current local, despotic rulers who take such joy in worsening our world.

In order that we are best assured that our absolute rule by our district’s majority won’t impose arbitrary, unjust, mob rule against those who offend or oppose the majority, the following section will argue to dispel that fear.

Direct Majority rule is not mob rule!! Citizens will suffer an occasional injustice [of all types] at the hands of their government[s] regardless of the perfection of their constitution. Our 'DSM' constitution vehemently defends the right of the district to create and administer [final judgment] its own all-inclusive justice system that is entirely independent of all powers outside its borders. This local finality best assures that every district citizen who suffers any injustice will possess the greatest power to reverse any district action taken against him. These reversals vastly empower our district’s dynamic of SELF-CORRECTION!! The highest possible qualitative and quantitative justice is guaranteed to both the victims and the victimizers when both reside within the same district. In all cases where one of two parties [or groups= one group could be the district itself], within a 24-hour direct-democracy district, has definitely suffered an injustice at the hands of the other, they both will have had a long history within their district that is well known to their local friends, family, neighbors and associates [both business and government]. All the associates of both parties will widely communicate their many opinions, thus, swiftly consolidating the majority’s determination of who has genuinely suffered the injustice. Our superbly chosen district leadership must take heed of our majority will in these cases in order to make conclusively just rulings [publicly convince us of their rational for their decision] or rabidly suffer any punishment our district majority imposes on them. Only in the most rare circumstance will any significant injustice remain undiscovered or uncorrected under the intense scrutiny of both our district’s majority opinion and our district leadership’s wisdom.

TO REVIEW: The qualities that empower our individual vote within our 'DSM' district direct-democracy beyond all former governing systems are:

1^ST- Supreme sovereignty- This mandates that all district rulings are final and unalterable by outside force. It also obligates all district allies to aid in the defense of the district’s borders;

2^ND- A correctly small geographic size [25 to 1000 square miles]- This close proximity naturally results in the greater community and communication necessary to best solidify majority opinion;

3^RD- Full, 24-hour, year-round, direct-democracy empowerment of the majority vote of all district citizens over 18yrs to force their district government to take any action they please;

4^TH- An adequately small [numerically] electorate- This, obviously, provides for vastly fewer of us to comprise a simple majority of our district’s voting quorum. In our 'DSM' district our vote will carry 32,000 times greater power than our vote today. THE MATH= It takes 2501 votes to be the majority out of 5000 votes in a future district population of that number. To pass a measure of the same level of importance and finality today we must gather about 80 million votes for a majority in a federal election;

5^TH- The natural level of community our district will establish in the beginning [higher degree of camaraderie likely over the years].

All of these realities combine to yield a gloriously dynamic civilization in which every citizen can campaign for an issue [or candidate or reversal of a previous decision] with supreme confidence that no other system offers them a higher likelihood of successfully achieving their goal by voting. When we vote today we must assess our depths of disgust [due to our inability to effect change by voting] to be the absolute opposite of the heights of joy, confidence and passion voting in our 'DSM' system will inspire within us. None of us have yet experienced the grand joy of effectively maintaining and bettering the paradise we will make of our 'DSM' district civilization. We can only imagine.

To surrender our district’s final judgment of human rights over to outside powers [our confederation or anyone] removes our district’s sovereign right to final determination of all our most critical judicial matters. As a result, any outside power with an interest in robbing or harming our district, over which our district majority has no control, can then influence the outsiders to whom we’ve surrendered our judicial system and inflict as many criminal horrors on us as they wish. No amount of harm we might do to our minority would ever be worse than the certain harm outsiders would inflict on our majority in our district when they are free to act with impunity after we’ve surrendered our sovereign determination of human rights.

Since we district citizens must accept total responsibility [due to our small electorate, 24-hr direct-democracy and final-decision sovereignty] for the quality of our district’s justice, our hearts will be filled with profound pride when that quality is high and bitter shame when it is low. Because we greedily, rightfully open our hearts to let in every joy of reaping the many glorious rewards we’ve bred our district civilization to bestow, our hearts will remain equally open and vulnerable to the pain and shame we feel when we temporarily become collectively less willing to be just. Our rightful, open-hearted, joyful expectation of our district’s betterment will strengthen our willingness to be ‘hard’ on those who intend harm against us and more merciful to those who may do harm without malicious intent. Our widespread prosperity and goodwill shared by most all of us district citizens will breed our most wise and just response to any problem rather than the foul-tempered, reactionary expression of ‘mob rule’ likely to be imposed by a weaker, less civilized society. We citizens will, therefore, become so proud of our increasingly wise dispensation of district justice that all will be confident that we govern ourselves by the ‘better’ angels of our nature’. in the beginning, by our adoption of the practical logic of ‘enlightened self-interest’ then, later, by quite deliberately administrating justice by. The ennobling, SELF-CORRECTING dynamic of our 'DSM' direct-democracy is evolutionarily destined to obviate destructive, contemptuous ’mob rule’ and inexorably advance the highest realization of our district paradise possible.

CONSTITUTIONAL BASICS

Geography and Governing Hierarchy

Refer to our three maps that illustrate our geographic models.

Our 'DSM' constitution offers our geographic model that suggests population levels intended to be incrementally achieved over 100s of years of our authorized 'DSM' government administration of our [any] region. The model [regional voter approved] requires the fulfillment of the following conditions: establishment of 40 miles of ‘frontiers’ [near pristine land] between ‘cities’; configuration of ‘homelands’ of about 3,600 square miles, populated by about 100,000 and containing both rural and urban districts; assignment of about 4/5ths of homeland land to vastly less populated, rural, ‘frontier’ districts; establishment of district population levels low enough for them to be sustainable, autonomous and thrive on their locally produced consumable resources; provision of a minimum 3 mile expanse of farms and wilderness between each ‘homeland center district’s’ village of about 3000+ citizens; and provides other infrastructure advantages. The DSM standards for environmental improvement are comprehensive but, as with all components of our new Constitution, subject to approval and amendment by regional popular vote.

Our 'DSM' constitution proposes a confederation government with 4 regional elected executive ministers who will [subject to decision reversal or the minister’s removal by regional majority vote] mainly enforce confederation standards. Primarily by district vote, many Congressmen will be elected to comprise a Congress. Any 3 of these 5 governing entities may reverse the decision of any single one. As previously mentioned, Districts will be free to establish any type of district majority ruled government they please. Abounding with true freedom and independence, we district citizens would instantly direct our local governments’ actions on any issue and instantly elect or remove anyone in any district governmental position at any time. OUR 'DSM' DIRECT-DEMOCRACY would produce the most inclusive voting possible, assuring the triumph of the majority of citizens over any oppressive minority. Oppressive ‘moneyed interests’ could never again control our governments. When the world’s coalition of districts and regions or just a world popular majority vote wills it, our globally ordained 'DSM' CONSTITUTION would irrevocably establish worldwide economic justice, environmental restoration and world peace [PEACE= by universally defending of all district borders].

We regional citizens will regularly adjust [vote] the level of power we prefer our confederation to wield. Similarly, as aforementioned, we will ‘adjust’ the specific details of the restrictions [SOVEREIGNTY EXCEPTIONS] that we regional citizens wish to place [equally] on all of our districts collectively. We citizens will always stand ready to fiercely punish all confederation officials who dare to impose any type of governing authority within our districts other than the functions we specifically define in our 'DSM' constitution.

THE SOVEREIGNTY EXCEPTIONS [CONFEDERATION STANDARDS]

1. ENVIRONMENT. No district would be allowed to destroy its environment or that of any other district. The new Constitution decrees comprehensive rules for environmental protection and restoration.

2. BORDERS. The sovereign “fist” of one district could not reach the sovereign “nose” of another. Our Confederation defends all district borders against invasion and defends district resources from theft by anyone. The confederation also enforces all extradition of ‘cross-border’ criminals that are not adjudicated by district authorities at the request of the ‘injured’ district. Forming powerful alliances, developing daring, auspicious defense options and endowing our confederation with decisive defense responsibilities, will provide our districts with invincible security.

3. WEAPONS. The Maximum permissible lethality of weapons is limited equally for both citizens and all government personnel. We purposely weaken the might of our local and confederation governments in order that our citizen majority might easily defeat either if necessary. A thorough set of constitutional rules would strictly prohibit our confederation from ever using its war weaponry [designed for defense against foreign aggression] against confederation citizens. Your author recommends effective, non-lethal pistols for personal protection as the world’s maximum lethality level.

4. VOTING. The Confederation defends majority rule, guarding against voting fraud, coercion, deception, etc. Our confederation will deploy troops to liberate any district from despotic minority rule.

Again, all confederation citizens must be ever vigilant to precisely limit the severity and scope of authority that we allow our confederation to impose on the sovereignty of districts.

Our confederation is required to offer the district’s government the first opportunity to impose the ‘measures’ adequate to ‘correct’ the behavior of district citizens who commit crimes that violate ‘sovereignty exceptions’ (environment, borders, weapons and/or elections). Should the district refuse to ‘correct’ the violator, the Confederation would then be charged with the responsibility of, either, imposing ‘pressure’ [minimal blockades?] on the district as a whole or ‘correcting’ the violator themselves. Our confederation is constitutionally mandated to use no more force than would be absolutely necessary to assure the compliance of the violators. Electing highly principled confederation officials [our constitution grants them broad discretion] is critical to best assure that justice is served with only minimal imposition on a district’s sovereignty. All other law making, law enforcement and police powers will be private, civic matters for each sovereign district to govern as it sees fit.

SUPREMACY of DISTRICT SOVEREIGNTY

Not even a regional majority vote could countermand the majority decision of any district, so long as that district is not violating the aforementioned confederation standards.

Elected district governments– subject to instant removal by the majority vote of us district citizens– would independently establish, administrate and make all final decisions concerning their criminal/civil justice system, currency system, freedom of movement between districts, district taxes, distribution of district resources, personal freedoms, human rights, commerce, district services and infrastructure, treaties/agreements with other districts, social programs, etc.

TAXES

The cost of our Confederation government would be paid by a tax levied on all districts [not citizens], which would be capped at 5% of a district’s expenditure on its own local government. Districts will be free to choose any non-standard violating method they please to raise this minimal confederation tax. The Confederation cannot require or coerce any other resources from any district. The Confederation would be prohibited from imposing any fine or tax on any district citizen.

'DSM'’s REAL FREEDOM UNITES OUR CONFEDERATION far beyond today’s ‘Nations’ that are forced to unite!!!

Any district may secede from the Confederation at any time. These districts are likely to form friendly alliances with their former confederation and their neighboring nations to assure the defense of their borders. Our constitution ordains and defends the absolute highest realization of freedom for all districts. Our exultation gained by embracing our real freedom, honor and empowerment under our 'DSM' system is exponentially greater than what we laughingly refer to as the ‘freedom’ we search in vain for today.
