In Exodus 18-23 Israel has a new legal system, complete with judges, laws, and penalties for breaking said laws. God, of course, is the supreme Lawgiver and Judge, and He speaks the Ten Commandments from heaven to let His people know what will be expected of them. This is too much for Israel, who pleads with Moses to speak with them and deliver God's laws as an intermediary.  Moses does so, elaborating on the Ten Commandments as God directs, and as applies to Israel's current situation.

Today we have God's written Word to teach us what He desires of us, and what His will is for our lives.  Scripture should be taken as the primary means through which we understand what He wants us to do.
