~Hyouden~
At the edge of a forest, bordering a sea lies the province of Ito. Because of it's plentiful forests, excellant fishing and fertile feilds Ito was the center of intense fighting for many centuries. Numerous warlords sought to make the beautiful valley their own. As time passed and the age of the daimyo died away the turmoil in Ito also faded. It was then that it came under the control of Katan Saitou. Although he does not descend from a daimyo family, nor is he a powerful warlord, he has taken control of the citadel that had fallen into ruin and breathed new life into the ravaged countryside. At odds with the new Meiji government, Saitou is seen as a revolutionary, although a docile one. Because he builds no armies nor threatens the Meiji's control he has been allowed to remain in Ito, restoring the province to it's former glory. Once again the forests and rivers teem with life, the peasants who have chosen to live in the old fashion fish without the threat of taxes being levied on their catch. Saitou is viewed by them as a benevolent leader, who protects them in exchange for various labor. Men and women tend to the fields and reap the rewards of their efforts at harvest. The citadel has risen again to it's former glory thanks to their tireless efforts. Ito was renamed Hyouden, by Saitou on the day the citadel was finished as a tribute to the beauty of his province. Sakura trees dot the countryside and the towns and when they bloom their petals drift about on the ocean breezes like snowflakes. It was due to this that the name Hyouden 'Feilds of Eternal Snow' was chosen.
