1ST APPEARENCE: G.I.JOE: REVENGE OF COBRA

The WEATHER DOMINATOR was created by DESTRO to harness nature as a weapon. It was composed of three vital components, first was the Ion Correlator, then came the Hydro Master, and finally was a stolen component called the Laser Core.
The WEATHER DOMINATOR was first used to stop the Joes from pursuing COBRA COMMANDER after he escaped from their custody. DESTRO caused a rain storm that made FLINT, ROADBLOCK, and Mutt & Junkyard to crash into the Pit of Chaos. The three Joes were eventually able to escape. Meanwhile Cobra used the DOMINATOR to threaten the countries of the world. As a show of force, COBRA COMMANDER ordered that the weapon be used on Washington DC. The G.I.Joe medic, DOC, came up with special energy reflecting mirrors that beamed the weapons power back to Cobra. As a result, the WEATHER DOMINATOR'S three vital components split off from and flew into orbit where they burst apart and fell into three different locations. The planet's weather went haywire and the Joes immediatly scrambled to recover the pieces before Cobra.
The first piece landed on the Island of No Return while the second landed insdie the Palace of Doom. The Joes and Cobras fought and massive sea battle for the Ion Correlator while several Joes infiltrated the Palace of Doom to recover the Hydro Master. Unfortunately, a huge stone guardian awoke and attacked the three man team sent in to get it. To make matters worse, Cobra sent a giant robot in to get the fragment. The two behemoths battled while LADY J, GUNG-HO, and SHIPWRECK tried to get away. An earthquake triggered by the freak weather patterns nearly killed GUNG-HO and SHIPWRECK and LADY J lost the fragment to Major Bludd. Meanwhile, Spirit fought Storm-Shadow for the Ion Correlator and won it after he saved their lives. The Island started to break apart and both teams left after they were satisfied that they each had a piece of the WEATHER DOMINATOR.
Both Joe and Cobra converged on the Roof of the World to retrieve the Laser Core. They fought a strange hockey game using the Laser Core as a puck. ZARTAN and the DREADNOKS intterupted the battle and stole the Laser Core. He announced he was going to sell it to the highest bidder. Both teams followed him to an abandoned amusement park in Louisanna. Cobra got there first and won the Laser Core. Meanwhile, Storm-Shadow stole the Ion Correlator from the Joes. DESTRO reassembled the WEATHER DOMINATOR and used it to repulse a full scale assault by the Joes. Cobra was close to victory but they were stopped by DUKE, SNAKE-EYES, Roadblock and a civilian named Honda Lou West. The Joes finished off Cobra's scheme and Breaker used the WEATHER DOMINATOR to restore the worlds climates to normal. His only mistake was to make it snow around G.I.JOE HEADQUARTERS.
In the alternate reality ruled by Cobra, the WEATHER DOMINATOR was rebuilt and became one of the weapons that Cobra would test at the proving ground that the Joes used to enter the dimension.
