1ST APPEARANCE: DRAGONBALL Z: ARRIVAL OF RADITZ
A SCOUTER is a small device that fits over ones eye and ear. It usually comes in several different colors including green, red, and blue. SCOUTERS were first used by a race known as the Tuttles to analyze the power level of the Sayiens. After the Sayiens killed the entire race, they stole the technology and adapted to their own use. FRIEZA gained that technology from the Sayiens and now all of his minions use SCOUTERS.
A SCOUTER has many different uses. Its main use is to gauge the power level of another living thing. It can gauge up to very high power levels. Its weaknesses are that one, a person who can hide their power level can fool the SCOUTER, and second, the SCOUTER can overload and explode if someone raises their power level too high and too fast.
A SCOUTER can also be used to track power objects like DRAGONBALLS. On NAMEK, SCOUTERS were used to help collect the DRAGONBALLS. They became a rare commodity when Nameks realized this and destroyed several of them.
The final use of a Scouter is as a long range communicator. A SCOUTER can send a message to another SCOUTER from as far as one light year away. It was by listening to RADITZ through his SCOUTER that VEGETA and NAPPA found out about Earth and the DRAGONBALLS.
