The WHIRLING SCOTTISH DEVIL is a kilt wearing crook who spun into ARTHUR while commiting a robbery. This was ARTHUR'S first solo attempt at criminal catching and he was having a hard time. Fortunately, the TICK dropped out of the sky (literaly) and knocked the DEVIL out cold by landing on his head. This manuver marked the TICK'S return after months of being thought dead. The current whereabouts of WHIRLING SCOTTISH DEVIL are unknown.
