PICASSO started out as a graffiti artist spraying anti-Neo propaganda. As a result he has been in and out of jail. When the war started, he hid for awhile but ended up joining the Chicago Resistance.
He served as a spy and would contact the Resistance with important information. He told the Resistance about PHAETON moving his base to the sewers. Later he joined in the mission to rig a supply train destroy a secret weapons facility. When EVE HANLEY wanted to delay the mission to save some valuable artwork that was on the same train, PICASSO agreed with some of the others that it was a waste of time. He personally added that art once in a museum was worthless. He changed his mind once he got to see how beautiful they were.
It is unknown what PICASSO is doing now that the war is over.
