Born Jim E Lovelock, the man known as SPECS or 4-EYES always had an interest in science and technology. He wanted to become a research scientist but was instead drawn to the Tank Police. When he joined, he was given the name SPECS due to his big glasses.
SPECS took part in the hunt for BUAKU. He showed interest in the research hospital that BUAKU'S gang had attacked and spent some time talking to the head doctor, DOC. SPECS later took part in the search for LEONA after she had been kidnapped by BUAKU. He also fought against the RED COMMANDOS.
SPECS eventually rose in rank to become a tank commander. He also took a position of assistant file clerk for the CHEIF specializing in updating the Tank Police files. His nickname changed to 4-EYES.
During the DYNIPON GIKEN incident, 4-EYES was one of those whose tank was damaged by the SPIDER TANK. When the Tank Police came to LEONA'S rescue, 4-EYES fired on the escaping MUELLER and destroyed the latter's robot arm. 4-EYES fought against the ROBOT SPIDER TANK. He analyzed the machine and was able to later on discover a weakness. This enabled the Tank Police to destroy the ROBOT SPIDER TANKS that were sent to destroy Newport Hospital.
