HECTOR RAMIREZ is the host of the news show Twenty Questions. He likes to present himself as a hardhitting journalist by most treat him as a glorified hack who specializes in screwing military and goverment officials whether they deserve it or not.

RAMIREZ ran afoul of GIJoe for the first time when a man named Arnold approached him with the suggestion that the Joe/Cobra conflict was fake. Together with a cameraman, the two of them snuck into Joe base. The Joes spotted them and FLINT ordered SHIPWRECK to watch them. SHIPWRECK lost his temper after having to listen to Arnold's accusations and took the trio on an unauthorized mission to find some evidence of Cobra's existence. They stumbled onto a plot to raid the Rocky Mountain Chemical Weapons Arsenal. Arnold ended up being BARONESS in disguise. COBRA COMMANDER was about to kill RAMIREZ, SHIPWRECK and the camera guy when HECTOR suggested an interview. COBRA COMMANDER accepted and proceeded to bore RAMIREZ with his life story. Meanwhile, more Joes appeared and soon a battle broke out. During the battle, laughing gas containers broke open and infected everyone. Both the Joes and Cobras escaped before the base collapsed. DUKE appeared and demanded to know what was going on. HECTOR, still suffering from the laughing gas, could only incoherently tell DUKE about Cobra's plan and how the battle would prbably give him his highest ratings ever. He then popped DUKE a quick kiss on the cheek.

Awhile later, HECTOR RAMIREZ reported on the story of how DUSTY apparently betrayed the Joe team. What RAMIREZ didn't know was that DUSTY'S betrayal was a ruse created by DUSTY and DUKE. It is unknown if anyone ever filled RAMIREZ in.

Months later, HECTOR RAMIREZ arranged a live televised debate between HAWK & LADY JAYE and SERPENTOR, DR MINDBENDER, and COBRA COMMANDER over the shooting down of the Ghost plane prototype. The debate was a trick to get Cobra to admit their guilt in the shootdown on live television. The plan worked and Cobra was foiled from shooting down a second prototype.
