Street Fundraising
Hi All,
For those who don't know me I'm Sophia and have recently joined the Direct Marketing team at Friends of the Earth. I will be managing our street recruitment project this year and wanted to keep you posted on activity that may be local to you. We will be recruiting financial supporters over the next week in the locations listed below..
We are working with an agency called 'Gift', each team is between 8 to 12 fundraisers strong (though they sometimes spit off into smaller groups) and is has been fully briefed by us and is managed on site by a team leader. We are part of a regulatory body called the Professional Fund-raising Regulatory Association and work within their strict guidelines. I am sent a site list on a weekly basis which i will forward to you should we be working in your area.
The teams are aware that we may have local groups working nearby (esp with the Big Ask Big Month) and are happy to send any sign ups or enquires along to any nearby stands or stalls.
I hope that's all clear, please contact me if you have any queries.
Best wishes
Sophia

WRG Objection
Carole has submitted the following, via the Council's planning website (Application: 06/00956/FULL).
A couple of points nicked from Sue. (Thanks!)
I object to this application.
Incineration is not a sustainable method of waste management, and the proposal is not BPEO.
Since Hull Friends of the Earth began campaigning for more recycling, launching their own paper recycling in 1979, the composition of domestic waste has changed, and there have been more opportunities for recycling a wider range of materials. This means that there ought to be less and less residual waste, especially as much modern waste contains valuable materials and is also potentially toxic: mobile phones are an example of waste that did not exist a generation ago, potentially toxic, and too valuable not to be recycled. Much modern waste contains plastic --- CDs for example --- and should not be incinerated. An incinerator of large fixed capacity does not take account of these facts and does not allow for future changes.
Energy from waste is not green energy. Its carbon emissions compare unfavourably with gas-fired power stations, and what would be burnt in an incinerator could be recycled or composted, with consequent energy savings. The report on "The Health Effects of Energy from Waste in Context", prepared by Enviros for Waste Recycling Group admits that EfW can "reduce the opportunity to reduce, re-use or recycle waste", and that "EfW is towards the bottom of the waste hierarchy" and "less favourable than other waste management options such as recycling." The Joint Waste Local Plan states (p12) "...having regard to national and regional targets for better waste-management". Since a Government set target of 50% is likely in the near future, an incinerator will prevent the Councils from complying.
Heavy goods traffic to the proposed incinerator site would increase significantly, with increased noise nuisance and risks to health. There are health risks associated with a waste incinerator, and in the context of Hull with its poor record on health, these should be considered.
JWLP states (p 17) "..much of the land near the Humber Estuary ...is very low lying. It is therefore vulnerable to tidal flooding that could constrain waste development." The proposed site is on an area of Flood Risk identified by the Environment Agency. Finally, given that other authorities have set targets higher that Hull and the East Riding, while some authorities are already performing at higher levels that proposed here, a target of 45% is not at all what one would expect from a City that aimed to be "top ten". A recent survey, reported in the Hull Daily Mail (20 July 2006) found that almost two thirds of the population would be willing to pay more in council tax for comprehensive recycling. Forward-looking councils should be seeking to take advantage of this attitude.

BBC bias, Hull
Dear Friends,
Telling the truth in these matters saves lives, obscuring the truth kills people.
I have had a number of complaints from supporters about media coverage of Friday evening's demo against the Israeli war on Lebanon.
Look North reporter, Guy Lynn, asked his first question of me along the lines of 'so why don't you condemn the dead Israeli civilians?!' As I was replying he rapidly withdrew the microphone and followed with 'you haven't answered the question, why don't you condemn Israeli civilian deaths?'
And that was it! That was the extent of what we were able to contribute on prime-time to people of this area as Israel was commencing a most dangerous war across Lebanon.
To be fair, there were two further interviews that went out at 10.30pm but it was felt these were poorly framed and did not adequately reflect what our demo was about.
Guy Lynn had urged us to say until 6.30pm so we could go out live on Look North and we made every effort to do this.
And then we fall victim to a clear case of pro-Israeli BBC bias.
This contrasted starkly with Clare Crooks of Radio Humberside who interviewed me at 5pm. She was interested and prepared to honestly present our cause. Despite the three TV interviews with Look North, I think her interview was worth far more than those taken together.
If you feel strongly about this please use the contacts below to make your feelings known.

Martin Deane,

The Oak & Furrows Wildlife Rescue Centre is a non-profit rescue centre for care of injured wildlife, for release back
to the wild.
The Oak & Furrows Wildlife Rescue Centre formed 12 years ago and operates in the South Cotswolds. Sick, injured and orphaned wildlife are cared for and treated by volunteers, then released back into the wild.
The centre is currently applying for charity status. This would help enormously in our fundraising efforts as we rely on donations and personal funds to buy essential and specialist foodstuffs, medicines, treatments and equipment.
We hope our application is successful.

RE: Well done that woman!
I get my inspiration from Arthur. It gets easier the more you do it.
Surprisingly not many people in Greatfield seemed to have heard about the incinerator, and of those who had some said it has to go somewhere. However, one woman did say she would get the Parents Assoc at Stockwell Primary to sign at their meeting on Thursday. I told her to return the cards I left with her to Sue as her address was on them.[Of course people dont always do what they say]

Saltend EfW scheme
Dear Mr Dunn
I see the planning notice of application for planning permission has appeared in the Hull Daily Mail ...It states that any comments to be made about the plans be received at Kingston House in writing within 14 days of the notice. In your e-email below you say its 28 days . Is the East Riding different?
I have not seen the East riding publicity yet ...or have I missed it ?
Fourteen days is not sufficient given there is a complex Environments Impact Assessment to read ....(which if you haven't got web access would have to be sent through from Monmouthshire) and also you would need to allow time for posting the reply back
Yours sincerely

Incinerator
Ive had a phone call from Arthur drawing my attention to an article in the Hull Daily Mail saying that HOTI are organising a march to the proposed incinerator site and suggesting we ought to join in. I think its a good idea. The details as in HDM are:
Saturday July 22nd
at 10.30 from Hull Road Hedon
Ill go and take the Hull FOE banner. If I can find out a more exact meeting place Ill let people know. I could give three people lifts, or there are buses to Hedon. Could you let as many people know as possible?
Also, I understand the planning applications have now been submitted to Hull and East Riding Councils The Hull one has not yet appeared on the weekly list, so it may not be complete yet; Ill find out when I go into work tomorrow. Can you remind people to send in individual letters giving their views on the applications? Of course we will present the postcards, of which we have over 1000 signed [we will need to organise a presentation of these when we know the expiry date of the applications] but individual letters count for more in the eyes of decision makers. Letters need not be elaborate. I object to this proposal because followed by a list of reasons will do. People can give whatever reasons they like [in Hull at least all objections get reported in summary, even if not strictly planning reasons] but the applications can only be refused planning permission on grounds relating to planning policies. The only ones I can think of immediately are traffic generation on Hedon Road and possible pollution from the chimney affecting residential areas downwind. If other people have suggestions perhaps they will share them. We will also need to send an official Hull FOE letter, but there should be time to discuss this at the August meeting, I think.

Mobile Telephone Recycling
Recycle Your Mobile Phone
The City of Hull & Humber Environment Forum (CHEF) is encouraging people to donate their unwanted Mobile Phones to charity. At the same time receive a cash reward for doing so.
To get cash for their old mobiles users need to simply visit our special website www.envirofone.com/kc, check out how much the phone is worth, and choose if they would like cash or vouchers to spend in Argos stores throughout the country. Once they have done the trade envirofone will send a welcome pack including a freepost envelope and at the same time they will make a donation to The City of Hull & Humber Environment Forum, a charity that raises awareness in the region about the need to recycle.
Nearly 500 Mobile Phones have already been collected as part of this campaign and nearly 3500 has been sent out as a reward for those who have donated. We are also looking for opportunties to add a banner on websites. Already, Hull Trains and Hull & Humber Chamber of Commerce have taken part.
Recycling your old mobile phone is a really good way to earn cash, donate to charity and help the environment all at the same time. Adam Fowler, Community Environment Officer, The City of Hull & Humber Environment Forum.

WASTE WRAP invites bids for community waste sector funding support
WRAP INVITES BIDS FOR COMMUNITY WASTE SECTOR FUNDING SUPPORT
Organisations working within the community waste sector are being invited by WRAP (the Waste & Resources Action Programme) to bid for funding to help encourage public participation in recycling.
The funding forms part of WRAPs Behavioural Change Local Fund (BCLF) which aims to increase participation in recycling by providing resources for local authorities and the community sector (in England) to communicate more effectively with the public about recycling and composting services in their area.
There are three types of resource that WRAP is making available:
- web based local communication resources;
- local events kits; and
- community projects funding.
Web based local communication resources:
These resources will be freely available to all. Consultation on this work is currently underway and resources will be available on the web as they are
developed over the next few months (July 2006 onwards). Anyone wishing to provide input into the project should visit
www.wrap.org.uk/local_authorities.
Local events kits:
This area of the BCLF has a 100,000 budget which will be used to supply a number of generic ready made kits for community sector groups to use at events.
Each kit will contain a selection of standard essential items for promoting participation in recycling and composting to the public at local events (e.g. display panels, leaflet and a, help pack containing templates indicative cost guides and useful resources to help organise your event including publicity). The design and content of the kits will be tailored to community sector events and will utilise the national campaign Recycle Now iconography.
Applications will be accepted from 3rd July -12th August 2006 and kits will be supplied ready to use for autumn/ Christmas events in 2006 and throughout 2007.
Community projects funding
This section of the BCLF has been allocated 400,000 to provide a number of grants direct to community waste sector organisations. The size of grants awarded will be between 5,000 and 50,000.
The funding is specifically for communications to increase participation by the public in local recycling and composting services. Examples of initiatives that might be funded include door knocking, community events and print materials such as leaflets, posters and flyers.
Groups who apply for the funding do not need to be carrying out the recycling services themselves.
Projects funded will need to be complementing rather than duplicating or conflicting with local communications already being carried out by or on behalf of the local authority and will need to follow the national Recycle Now guidance.
Applications will be accepted from 3rd July 20th October 2006. Successful applicants will be notified before the end of December 2006 and funded communication work can take place between April and November 2007.
Details, application forms and guidance documents can be found at: http://www.wrap.org.uk/local_authorities/behavioural_change/bclf_for.html
Notes to editors
1. The BCLF is funded by Defras Waste Implementation Programme (WIP) and straddles two financial years, 2006/7 to 2007/8.
2. WRAP is a major UK programme established to promote resource efficiency. Its particular focus is on creating stable and efficient markets for recycled materials and products and removing the barriers to waste minimisation, re-use and recycling.
3. A not-for-profit company, WRAP is backed by substantial Government funding from Defra and the devolved administrations in Scotland, Wales and Northern Ireland.

Hull & WRG are dishonourably mentioned on page 6! Co-ordinator requested 100 copies, in b&w if necessary, hoping to distribute to all councillors, ERYC and HCC. This caused some consternation at Underwood Street ("are you sure?", and we have received only 50, so distribution has been limited so far to both planning committees, plus the press (HDM & YP), and five local MPs.

ERA4 Wind website Urgent Appeal
Dear friends,
The East Riding Alliance for Wind (ERA4Wind) - a group of local volunteers - now has a fully functioning website that can be used by residents to lobby for wind energy in East Yorks:
http://www.era4wind.info/index.html
As many of you already know, East Riding Council will vote on a wind monitoring mast for the Aire & Calder wind farm proposal this Thursday. There is a strong chance that the application will be refused (even though planning officers are recommending approval). This would be a huge setback for all wind energy proposals as it would signal a NIMBY/anti-wind attitude on the part of the council's Planning Committee (something that has happened in other areas.) Consequently, there is a very urgent appeal on the ERA4Wind website. Please help if you can or point others in the direction of the link:
http://www.era4wind.info/
Urgent_Appeal.html
(telephone calls to councillors, especially Conservative members, could be very influential.)
Supporters plan to have a presence at County Hall on Thursday, just before and during the meeting (10:30 start), with as many supporters in home-made 'Yes 2 The Mast' T-shirts as possible ( e.g. plain T-shirt with message taped on but feel free to be creative!). If you can help out, it would be great to see you there. If you need more info, just let me know.

Bush in Harrogate
Dear Friends,
It may be of interest for you to know that next Friday (9th June), George Bush Senior will be at the Yorkshire International Business convention in Harrogate, with a live link to the Gemtec arena in Hull, where there are further events. Normally questions are invited from the audience. If you know of anyone else who is going, ask them to give it a try. In addition to the campaign below, Bush snr brought us the Gulf War, 1991, and 350,000 Iraqi deaths; sanctions leading to the deaths of 1 or 2 million Iraqis, Panama, 1989, and much more. Large protests are hoped for.

Bush in Harrogate
Bush Senior advisor to company hoping to mine through water supply
San Felix Valley, Chile, June 2006
Dear friends who care about our earth. Judge for yourself if you want to take action.
In the Valle de San Felix, the purest water in Chile runs from 2 rivers, fed by 2 glaciers. Water is a most precious resource, and wars will be fought for it. Indigenous farmers use the water, there is no unemployment, and they provide the second largest source of income for the area.
Under the glaciers has been found a huge deposit of gold, silver and other minerals. To get at these, it would be necessary to break, to destroy the glaciers - something never conceived of in the history of the world - and to make 2 huge holes, each as big as a whole mountain, one for extraction and one for the mine's rubbish tip.
The project is called PASCUA LAMA. The company is called Barrick Gold. The operation is planned by a multi-national company, one of whose members is George Bush Senior.
The Chilean Government has approved the project to start this year, 2006. The only reason it hasn't started yet is because the farmers have got a temporary stay of execution. If they destroy the glaciers, they will not just destroy the source of specially pure water, but they will permanently contaminate the 2 rivers so they will never again be fit for human or animal consumption because of the use of cyanide and sulphuric acid in the extraction process. Every last gramme of gold will go abroad to the multinational company and not one will be left with the people whose land it is. They will only be left with the poisoned water and the resulting illnesses.
The farmers have been fighting a long time for their land, but have been forbidden to make a TV appeal by a ban from the Ministry of the Interior. Their only hope now of putting brakes on this project is to get help from international justice.
The world must know what is happening in Chile. The only place to start changing the world is from here. We ask you to circulate this message amongst your friends in the following way. Please copy this text, paste it into a new email adding your signature and send it to everyone in your address book. Please will the 100th person to receive and sign the petition send it to [email protected] to be forwarded to the Chilean Government.
No to Pascua Lama Open-cast mine in the Andean Cordillera on the Chilean-Argentine frontier.
We ask the Chilean Government not to authorize the Pascua Lama project to protect the whole of the glaciers, the purity of the water of the San Felix Valley and El Transito, the quality of the agricultural land of the region of Atacama, the quality of life of the Diaguita people and of the whole population of the region.

Update on staff changes in Yorkshire & the Humber
Hi everyone,
Please read attached a letter from Paul de Zylva that
provides an update on the staff situation for Y&H - you are getting a
Network Developer (or at least part of one!) and a new RCC - sadly
though I've to say a proper goodbye.....I've not spent all that long
as RCC for Y&H and not had opportunity to meet everyone but I've enjoyed
working with you and thoroughly enjoyed taking up invitations to Hull
and time with Leeds group on the climate change campaign...it was
great to catch-up with people and help plan & run workshops for the
Northern Day Out events - both in Leeds and the Lake District..and thank you
for your support. I'm trying to avoid mentioning people by name..as could
go through so many but I'd like to thank Anthony Rae for all the support
he has given me and for taking on the RSS work - it really is a huge
piece of work and so important for the area....I'm happy that the Regional
Partnership group is going strong...the last meeting was particularly
good and I hope you liked the venue. No doubt will meet some of you
at the LG Ann Conference and wish you all the best with your campaigning
and working with your new 'staff'...

Update on staff changes in Yorkshire & the Humber
I am pleased to tell you that I have now recruited two new staff to take forward our work in the region.
I have recruited a replacement for Carole Zagrovic, as Campaigns Coordinator for the Y&H region. Sally Snowball joined us on 25th May and is undertaking a few weeks of induction with me and other colleagues in London, Liverpool, Leeds and elsewhere to get her bearings.
Sally is also meeting with Anthony Rae on the Y&H Regional Spatial Strategy and to get up to speed with the issues and process before the examination in public starts in September.
Originally from Yorkshire Sally has been working in London and is moving back to Yorkshire for this new role. Sally will be based in our Leeds office where she will work alongside Neil Kingsnorth and a second Northern Network Developer, Jess Dolan, who joins us on 1 June.
Both of our new recruits will significantly strengthen our presence in Y&H and help Neil and Carole to focus on their areas of work.
I will send you more details of our new Y&H team in a few weeks time and also propose some dates where they can meet you all. In the meantime if you come across Sally and/ or Jess informally I hope you will welcome them to Friends of the Earth in the usual warm way and help ease them into their new roles.

June meeting
Mal and I will miss the June meeting so our apologies. I'm sure someone can be found to chair the meeting in my absence. I hope you all will remember to nominate the CARGO team for a national award -- they deserve it! I am not in agreement with delaying the newsletter. There should certainly be enough material: I sent Alan 2 articles, Dave one, Chrys is writing about CARGO. We have the minutes of all meetings since last newsletter. We can have an article about how the campaign against the incinerator is going -- and if fillers are needed both The Ecologist and Green Futures have items that can be used. We could also use comments from HDM letters page. We can't let our members down! I hope you will discuss once more our meeting place. I do not like the cafe. We all feel obliged to buy something but I have not been pleased with my choices and think them overpriced. There is no room to spread things out and it is much better to have us all around a table than dispersed around the room which makes it impossible for me to even see who is there. I think we should return to the Pop-In Centre. Pam Green has talked to Norman and he phoned me. His number is 343336, and he will discuss our needs with us. The problem of a key can be solved. I am on the Wyke Health Forum which meets there and the place has undergone a paint job inside and looks very welcoming. I also think we shouldn't spend 15 for a meeting place. Finally, I hope we can have a postcard signing day in centre city. I am still in favour of Prospect Centre which, rain or shine, will have passersby. I'll be back on June 19 and am happy to help with the signing if we can arrange something after that.

Hull Mail urges pro-windies to get in touch
Hi everyone,
East Riding Mail/Hull Daily Mail published a letter of mine today about popularity of wind power and how opponents are a small, vociferous minority. Interestingly, they seem to want to run with this theme and are urging people who agree to write in. Would be good if we could fill their mailbox with pro-wind letters. Please pass on to anyone who might be interested. You can comment online at the bottom of the page (link above). Or (better?) write to: The People's Voice, Blundell's Corner, Beverley Road, Hull HU3 1XS
For those of you who don't already know, an East Riding-wide alliance of pro-wind volunteers has formed in response to the number of wind farm proposals in the county and the concern that ERYC councillors are going very wobbly in the face of NIMBY protests. The website is far from complete and there are some technical difficulties to overcome (such as transparency of the text boxes on the home page) but it is functioning (along with a message board which is crying out for some discussion). You'll get the idea at:
http://www.era4wind.info/
The plan is for a launch with a media event within the next month before a planning meeting at County Hall. Let me know if you'd like to be kept up to speed on what's happening.

The source of the waste for the Saltend incinerator
Barry,
Welcome to the world of Dodgy Doings! You are quite right in
marking up the emphasis on the first syllable in the word and activity of
"consultation" as engaged in by the authorities at local and national
governance level.
With very grateful thanks to all of those individuals who
network information with me, who have allowed me to sit in on their
deliberations and even to speak publicly for them on occasions, I too have
encountered all too little properly evidenced data, sound science, openness,
transparency or even medium to long term thinking in relation to the matter of Waste
Management throughout England and Wales.
It has been recorded publicly by parliamentary level comment that
this present national government is too much swayed by the scaremongering of
Commerce and Industry, towards whom its policies all too frequently
lean.
That is to the detriment of ordinary people and long term situations
relating to most everything that we are all concerned about. Two
years or so back, at a public access meeting of the Environment Agency Board, I
asked Sir John Harman, both verbally and in written form, "Why are you
adopting polcies that will turn the UK into the Waste Dustbin of Europe?" There
was no answer then and has been none since.
There is even a steady drive now, in global pro-incineration
circles, to re-name co-incineration as "co-processing," particularly in relation
to cement kilns. In one such report recently, Zero Waste was actually
mentioned. Just once; and peremtorily dismissed because, "the world is
not yet ready for it." Really?
Best wishes,
Arnold

The source of the waste for the Saltend incinerator
At last, East Riding of Yorkshire Director, Huw Roberts has allowed me into the secret. Ten weeks after a reputable consultant patiently explained that the consultation on the First Draft of the Joint Sustainable Waste Management Strategy, was so seriously flawed that he wondered what the residents were being consulted on, I received a letter this morning. In it the Director pleasantly presented me with the barest details of the decisions that had been made. Decisions which made me realise that, like many others who once believed in local democracy, I had completely wasted my time.
In one fell swoop, a process which started out as consultation on a first draft, has with a speed and dexterity that would bring tears to ones eyes, become a part of council policy. Wow! Magic! Incidentally, I wonder why the officer who was dealing with the consultation seems to have left? Nothing to do with a smell that seems to hang over Beverley these days?
In a letter to the Hull Daily Mail tonight, Dr Haris Livas asked where the waste for the Saltend incinerator is to come from. You see, being intelligent, we realise that the justification for the incinerator is those ridiculously bloated waste increase statistics, (I would call them lies, but then I dont work on the council). If the possibly more accurate statistics which seem to reflect reality, were used, all would realise that there may not be anything to start the fire in the incinerator on a Monday morning, unless WRG use a twist of paper, some kindling, a twig or two, and a splash of petrol
However, all may not be lost.
On the front page of the newspaper, International Freighting Weekly (May 15th 2006), appeared an article, Dutch ro-ro service set for launch.
I interpret what is said as,
ABP, [owners of the land on which it is intended to build the incinerator], hope to sign a contract at the end of the month. A new roll-on roll-off container service will form part of a ferry-rail service to link Poland, Germany, Italy and the UK. Among likely cargoes could be waste products banned from transport through the Channel Tunnel.
Of course, this probably only means that we are exporting dodgy widgets to Cracow, as we have been reassured that no waste will be imported, to feed the incinerator

Water Fluoridation

I am writing as a member of North Lakes/West Cumbria FOE.
In partnership with Cumbrians against Fluoridation we have actively
opposed the use of fluoride in local water.
In 2000 we lobbied our local Council and urged them to cease
supporting water fluoridation. After a public consultation and review[strong
local opposition @92% of responses objected] they now oppose the treatment
of local water.
We fully expected [as did our M.P] the 2003 Water Bill would extend
the same consultation rights that the rest of England enjoy to the 6
million people who have been fluoridated for 30years.
However Carolyn Flint[Under Secretary for Health] has stated that
there will be no consultation for fluoridated areas as there is no concern
or opposition there.
This is not the case in West Cumbria where we have campaigned and
provided information to local people . We suspect other areas would object if
they were aware of its presence and the health risks it presents.
We are going to launch a postcard campaign. We have sufficient funds
to print 5,000. (See text below).
It would be far more effective if other areas also protested en masse
to Carolyn Flint . We believe that some of the water in your area is
fluoridated. Would your group be prepared to join us in a print run?
We would like to get this up and running as a summer campaign so
would appreciate a response as soon as possible.

WASTE INDUSTRY MISLEADING PUBLIC OVER "GREEN" INCINERATORS
I would like to congratulate FOE on this research. May I also ask,
'Isn't it true that mixed waste, (such as the unsorted rubbish that is burned in
incinerators), does not qualify for ROCs (are these called Renewable
Obligation Certificates?)? Doesn't this definitely rule out any such
claims?
I ask you seriously, FOE, if I am right, shouldn't you be demanding a
retraction under the Trades Description legislation, with full public

WASTE INDUSTRY MISLEADING PUBLIC OVER "GREEN" INCINERATORS
Below is the latest press release from Friends of the Earth (FoE).
Their comments rely on fact-based research (available on-line). FoE
urges the Government to dispel the myth that incinerators produce
"green energy" (a claim made by both Veolia and Nottinghamshire County
Council), because they don't!
According to the latest report: "Waste incinerators are being sold to
the public and local authorities as a source of green electricity, yet
the fact that they produce fossil fuel derived greenhouse gases is
rarely mentioned."
The research shows that, currently, electricity-only incinerators emit
more greenhouse gasses than gas fired power stations. By 2020, with
increases in recycling and improved technology, these incinerators
will be almost as polluting in terms of CO2 emissions as new or
refitted coal fired power stations, and 78 per cent worse than new gas
power stations.
The research supports MAIN's view, that it makes no sense to promote
this type of technology (for example, by entering into a 26-year
contract!) when there are already better waste management options
available. For more about MAIN's campaign in Mansfield and ashfield,
please contact us by replying to this e-mail message, or telephoning
Shlomo on (01623) 640134.
A summary is available from:

and the full (85-page) independent report is available from:

PRESS RELEASE
WASTE INDUSTRY MISLEADING PUBLIC OVER "GREEN" INCINERATORS
Friends of the Earth has hit out at major waste companies for claiming
that incineration produces "green" and "renewable" energy' [1], after
new research, published today, shows that a standard British waste to
energy incinerator produces more carbon dioxide from fossil fuels
(such as plastics in rubbish) than a gas-fired power station. The
environmental organisation will today present to MPs the results of a
detailed study [2] into the climate pollution from incinerators.
The independent study, conducted for Friends of the Earth, shows that:
- waste incinerators that generate electricity emit a third more
greenhouse gases for the electricity they produce than gas fired power
stations [3].
- The situation will get worse in the future, as power generation
from gas (and even coal) becomes more efficient, whilst carbon dioxide
emissions from incinerators are predicted to increase due to a higher
percentage of fossil-fuel containing plastics in the waste they burn.
The study also shows that the UK could invest in a real renewable
energy-from-waste technology, anaerobic digestion, which takes kitchen
and commercial food waste and converts it into methane that can then
be burnt. The resulting residue can then be used as compost.
Friends of the Earth's Senior Waste Campaigner, Dr Michael Warhurst
said: "The Government and waste industry must stop peddling the myth
that waste incineration is green energy. Incinerators can generate
electricity, but they produce more climate emissions than a gas-fired
power station. The Government must make it clear that they will not
support the building of such polluting plants. Using these
incinerators to produce energy will undermine Government attempts to
tackle climate change. Ministers must back truly renewable energy
sources instead."
UK carbon dioxide emissions have risen under Labour. The Government
must back calls for a new law committing successive UK governments to
annual reductions in carbon dioxide. The call, which is part of The
Big Ask climate campaign, is supported by 75 per cent of the
population and most MPs.
The Government is currently reviewing its new waste strategy [4]. One
of the strategies core principles is to "reduce the impact of waste on
climate change." Despite this, the consultation document does not even
mention anaerobic digestion, and instead focuses on incineration.
Notes.

incinerators): "Energy recovery can make an important contribution

policy recognises energy-from-waste (EfW) as an integral part of the

energy."

A map of where current incinerators are in England and a list of where
incinerators are being planned is available.
[3] The study shows that, currently, electricity-only incinerators
produce 33 per cent more fossil fuel derived CO2 per unit energy
generated than a gas fired power station. By 2020, with increases in
recycling and improved technology, these incinerators will be almost
as polluting in terms of CO2 emissions as new or refitted coal fired
power stations, and 78 per cent worse than new gas power stations.

Lebanon War Demo

Dear Friends,
A great many thanks from Guy and myself to everyone who came out for the demo this evening. It was brilliant, a great success, even getting on telly, twice! Thank you too to everyone who spoke.
We counted about 100 people at its height which is good for Hull, the best peace campaign turnout since about 2003.
The highlights for me were the children of Muslim families who came to speak, simply saying it as it is, war is wrong, what are people trying to prove and why kill children.
We remain quite concerned at the BBC coverage of it, so if people would like to give me any feedback on the demo, I will collate it over the weekend and write up an article. I havent seen the BBC coverage of it so if ANYONE caught it could they tell me how it came across: Was it worth it? Did it seem lame? etc.
Simliarly if you have any pictures forward them and we'll use lots!

DEMO AGAINST ASRAELI AGGRESSION

Lebanon. Photograph: Mohammed Zaatari/AP
DEMO - Queen Victoria Square
Friday 21st July, 5.30pm.
BRING A PLACARD!
END ISRAELI AGGRESSION
END ISRAELI AGGRESSION
NO TO ISRAELI BARBARISM
ISRAEL - HANDS OFF LEBANON
Dear Friends,
The bomb fell on a small water canal home to 500 Palestinian refugees. Its victims were 11 children taking an
afternoon swim in the canal. The first blast left a crater nearly four metres deep, burying many of the swimmers
under the orange earth. Ismael, the father of one of the children, sat on the edge of the crater, his head in his
hands, weeping. "Children! Children!" he roared through his tears, "Children here! My son here!" He stood and
looked down into the crater. "Is Hizbullah here? Only children here." This father in Lebanon shows the
consequences of this barbarism. Read more here:
http://tinyurl.com/eqos9
As 20 year old Lebanese student Tanya Nasr says - Israel's minister of foreign affairs states that they have killed more than 300 terrorists in Lebanon. Are newborns, children, mothers and the elderly terrorists?
Now, Israeli aggression has claimed over 300 Lebanese lives (for about 30 Israeli lives).
Over 500,000 have fled their homes across Lebanon.
We know well about Britons fleeing Lebanon by Royal Navy ship as it is plastered across our TV screen.
But the British response has been to evacuate our citizens and not to challenge what Israel is doing. Blair says the "only way" is to deply a UN force. What about other ways? Like challenging the billions of dollars America gives Israel especially for its military - the 4yh strongest in the world? What about Britain and its millions of pounds of defence trading with Israel each year?
A great many are seriously concerned that Israel's actions may mirror 1982 when Israel invaded Lebanon leading to 18,000 deaths (675 Israeli).
Israel tells us it has killed 300 terrorists yet clearly the 300 Lebanese dead are include many civilians, women, children and elderly. So Israeli aggression is clearly disproportionate in number and kind.
We must remember too that America has wider plans for the Middle East including change in Iran and Syria. It is no surprise Bush is giving Israel "latitude" to sort it out (ie, kill many more people - including civilians).
Israel tells us it is carefully targeting terrorist trargets. Well of course they would. Nevertheless, all major roads have been destroyed, and supplies are no longer able to reach many areas. Apartments, churches, mosques, petrol stations have all been bombed. Lebanon's largest dairy farm and their pharmaceutical plant have been destroyed. They've bombed the only airport. They've destroyed 26 road bridges across the country.
This on the back of decimating essential services across Gaza.
Israel has dozens of UN resolutions against it for its treatment of Palestinains. Maybe some responsible powers should invade them and bring peace (didn't we try that recently?!).
A Hizbollah rocket can ruin a street - the Israeli air force (4th largest in the world) can wreck the country. The fight is indeed one sided.
Is the capture of 2 prisoners excuse enought to start a full-fledged war? 2 Israeli soldiers were captured - a resistance has this right under international law - What Hizbollah wants is an exchange for 6 of its people already in Israeli jails for 25 years!
Demonstrations across Britain now include an emergency demo in London on Saturday called by the Stop the War
Coalition.

Street Fundraising

Hi All
A quick introduction, I'm Sophia and i recently joined Friends of the
Earth as a Direct Marketing Officer. I will be working on the street
recruitment campaign this summer.
I know our local groups will be
out signing people up to the Big Ask this summer among other things and I
wanted to flag up there is the possibility that they may come into
contact with some of our street fundraisers.
We will be working with two agencies Dialogue Direct UK and GIFT
fund-raising.
All our fundraisers will be FoE branded (black tees)
and will have id cards.
I have briefed the agencies and fundraisers
about potential local group activity and they are all aware of the small
chance of us speaking to the same people. Our street teams are all really
excited by the prospect of running into some of our local groups and
are happy to send any supporters they recruit along to any local stalls
that may be in the same area.
I think it would be a great opportunity for
the fundraisers to feel more involved in what we do as they all really
are keen and enthusiastic about our work.
Feel free to contact me we any queries, feedback or comments.

The fighting across the border has been the worst since Israel invaded Lebanon in 1982 which led to the deaths of maybe 20,000 people. Rockets have hit northern Israel in recent days, reaching as far as 33 miles south of the border.

Hull VIGIL AGAINST ISRAELI AGGRESSION
Friday 21st July, 5.30pm, Hull Cenotaph

The 4th largest air force in the world has destroyed the electricity and water supply for the tens of thousands of Palestinians living in Gaza. Many were already living at subsistence level after decades of injustice.
Support Peace and Mediation by your presence at this Vigil.
The Palestinian Ministry of Health has recently made it known that the Israeli army is using radioactive and toxic shells against unarmed civilians in the Gaza Strip...
...Whatever may be the fate of the captive soldier Gilad Shalit, the Israeli armys war in Gaza is not about him. As senior security analyst Alex Fishman widely reported, the army was preparing for an attack months earlier and was constantly pushing for it, with the goal of destroying the Hamas infrastructure and its government. The army initiated an escalation on 8 June when it assassinated Abu Samhadana, a senior appointee of the Hamas government, and intensified its shelling of civilians in the Gaza Strip. Governmental authorization for action on a larger scale was already given by 12 June, but it was postponed in the wake of the global reverberation caused by the killing of civilians in the air force bombing the next day. The abductio of the soldier released the safety-catch, and the operation began on 28 June with the destruction of infrastructure in Gaza and the mass detention of the Hamas leadership in the West Bank, which was also planned weeks in advance. (1)
In Israeli discourse, Israel ended the occupation in Gaza when it evacuated its settlers from the Strip, and the Palestinians behavior therefore constitutes ingratitude. But there is nothing further from reality than this description. In fact, as was already stipulated in the Disengagement Plan, Gaza remained under complete Israeli military control, operating from outside. Israel prevented any possibility of economic independence for the Strip and from the very beginning, Israel did not implement a single one of the clauses of the agreement on border-crossings of November 2005. Israel simply substituted the expensive occupation of Gaza with a cheap occupation, one which in Israels view exempts it from the occupiers responsibility to maintain the Strip, and from concen for the welfare and the lives of its million and a half residents, as determined in the fourth Geneva convention.
ONE WEEKS REPORT : 06 12 July 2006
Israeli Occupation Forces (IOF) Commit Additional War Crimes against Palestinian Civilians and Property in the Occupied Palestinian Territory (OPT); Isolate the Gaza Strip from the Outside World; and Signs of a Looming Humanitarian and Environmental Crisis
- IOF kill 79 Palestinians, 76 of them in the Gaza Strip.
- 19 children, 2 women, and 3 handicapped are among the dead.
- University lecturer, his wife, and 7 of their children among the dead; a woman and 2 of her children among the dead.
- 266 Palestinians, including 63 children and 14 females, were wounded by the IOF.
- IOF conducted 47 incursions into Palestinian communities in the West Bank, and reoccupied areas in the Gaza Strip.
- 67 Palestinian civilians, including 3 children and a female, were arrested by IOF.
- IOF use Palestinian human shields during operations in the Gaza Strip, and takes over several civilian houses.
- 5 houses transformed by IOF into military sites.
- 6 charitable societies in the West Bank were raided by IOF.
- 250 families totaling nearly 2000 people flee their houses in Rafah and Beit Hanoun. UNRWA provides alternative shelters in its schools.
- IOF have continued to impose a total siege on the OPT; IOF have imposed a tightened siege on the Gaza Strip; dozens of patients are stuck at Rafah International Crossing Point on the Egyptian border; IOF positioned at various checkpoints in the West Bank arrested 12 Palestinian civilians; IOF detained the Second Deputy Speaker of the Palestinian Legislative Council as he was attempting to travel through El-Karama Border Crossing with Jordan.
- IOF have continued to construct the Annexation Wall in the West Bank; IOF started confiscated 45 dunums of agricultural land in southern Hebron.
- In settler-related violence and crimes, a Palestinian house is set on fire in southern Hebron; and a settler road is renovated in the old city of Hebron.

Death of John Sheridan
John Sheridan 28.9.1923 - 24.6.2006
Picture 1- John and Val (far left) lobbying Prescott's surgery prior to war on Iraq
Picture 2 - Myself and John at the Hull Vigil for the 100 British troops killed in Iraq
Many will remember him for his commitment to the peace movement. All those Saturdays turning out for a stall in Queen Victoria Square, complaining of the cold ("It's bitter, isn't it?!"), handing out leaflets, or engaging even some most unlikely groups in conversation on what the Coalition is up to now. Or himself and Val walking the route of the largest demonstration in British history on Feb 15th, 2003, against Tony Blair's war on Iraq - pre-planned - as we now know for definite.
"They're bastards!", he would say, given the chance to vent his spleen to whoever would listen and he'd mean the lot of them: Bush, Cheney, Blair, Cameron, the new empire builders, "They're all as bad as each other." And he was right! Difficult though it may be to hear, Britain is an outlaw state presiding over maybe two million Iraqi deaths, the second biggest arms dealer to the world, joining America in its oil and power-driven rampage of bombing, death, torture, unlawful imprisonment across two of the world's weakest countries. And John knew all of this - in his bones - and spoke against such insupportable injustice with a powerful passion.
I remember one Stop the War meeting where John brought in a box of clippings "from the old days". He had been involved in Hull in the Committee to End the War on Vietnam, running through the 1960s and 70s and in CND (Campaign for Nuclear Disarmament) in the region. He had seen it all before; he had been there time and again. Many's the time he would refer to us lot as "the Committee" in our present incarnation of local peace movement. I was never quite sure if it was deliberate mischief on his part or a blast from the past. Occasionally you would get a sly, cheeky grin giving the game away when he had made some particularly off-colour remark.
Others may remember him for Sheridans Books, a bookshop on Anlaby Road which he ran for many years including a large music collection which some spent hours rummaging through.
Whatever people's experiences of him - both good and bad - because he could be as vituperative as he could be protective - surely all would agree that "a character has passed". May he rest in peace.
The funeral will be held next Friday afternoon, 2.15pm at Haltemprice Crematorium, Willerby.
In the evening there will be a wake-gathering at Val's, 124 Newland Park at 8pm. Bring your instrument!!

Target 45+ Consultation Summary

Letter from East Riding of Yorkshire Council to Hull FoE
Dear Mrs Jollife
East Riding of Yorkshire Council are currently recycling and
composting
24%
of household waste (as per Best Value Performance Indicators 82 a&b),
we
feel that after taking into account the specific characteristics of
the
East Riding (e.g. Geographical position, rural nature, population
demographics) a target of 45% is ambitious however we are committed
to
reaching this stretched target. The recent revision to the national
waste
strategy consultation has suggested a new national target of 40%, and
therefore we are aiming surpass the suggested target to be set by
central
government.
WRG are fully aware and committed to the target of 45%+. East Riding
of
Yorkshire Council and Hull City Council and WRG are committed to
working
in
partnership to find to increase this recycling figure even higher in
the
future.
The Energy from Waste plant has a planned capacity that will be large
enough to deal with the residual waste that will not be managed
through
the
45% recycling and composting based on the projected waste arising at
2012.
Clearly this limits the plants capacity when looking forward to 2020.
If
we were unsuccessful in stemming waste growth, by 2020 the plants
capacity
will only deal with 38% of the total waste projected leaving 62%
needing
to
be recycled or composted.
The management and operation of the facility will be the
responsibility of
WRG under the joint waste management contract to deal with waste
arising
in
Hull and East Riding.
I hope this has answered your questions.
Yours Sincerely
Matthew Lewer

Had a good day in East Park getting people to sign climate change and anti-incinerator cards.[ About 50 of the latter signed, the climate change I let Sally pass on for us.] Sally Snowball from regional office in Leeds turned out to be a star, staying on to the end, helping pack up and not minding if she missed her train. She was asking lots of questions about what the group was doing, and I get the feeling we shall see more of her; I hope so.

East Riding: crucial vote on wind energy
Hi everyone,
Intensive lobbying is now essential. The anti group have sent in 171 letters so far (mainly standard letters) - against less than 50 letters of support. If you can spare a few minutes to send/email the attached letter to the David Cox in the planning office (and as many copies/emails/calls to councillors on the attached list as possible), it could make a big difference. Obviously, letters to the planning office would be best coming from East Yorkshire adresses (and the letters/calls to councillors must come from East Riding residents) so please feel free to circulate this to your mailing lists and anyone else who might be interested.

I believe that we, the residents of the East Riding and Hull, are being misled about the incinerator which is planned for Saltend.
Do you know that recently, respected GPs reviewed all the medical evidence and came to the conclusion that there is a serious risk that incineration does pose health risks?
Do you know that many East Riding of Yorkshire councillors, who should have placed their residents welfare first, willingly and unnecessarily, made the proposal for the Saltend incinerator almost inevitable?
Do you wish to hear why there is no need for an incinerator? That it will be an economic disaster for council tax payers as far away as Bridlington, Goole, and Withernsea.
Organise a group, (small or large), and invite me to put forward rational, measured arguments.
No fee, but I will appreciate transport.

Troops Out of Iraq! Email Campaign

Join a nationwide protest to get British troops out of Iraq.
Dear Friends,
Please take a few minutes to contact your MP with your views on Iraq.
Below is a website which will allow you to send a free email or fax to your local Member of Parliament.
http://www.writetothem.com/
A polite letter will ensure that you recieve a reply.
Here are a few sample questions that you could put to your MP, but feel encouraged to ask your own questions
in your own way. And please forward this email to anyone you think might be interested.
(1) Did you support the invasion of Iraq? And now do you accept responsibility, as a member of government, for the bloodshed and misery that continues to be the result of Blair and Bush's aggression?
(2) What will you do to speed up the withdrawal of British troops from Iraq?
(3) What will you do to ensure that Blair, or any other British government does not get involved in any further pre-emptive illegal wars?
Yours sincerely,
Regards,
Martin Deane

FOE briefing to MPs and councillors in Hull
I hope that you are aware that FOE recently released a
briefing on incineration and climate change - called "Dirty Truths -
incineration and climate change". It is on our website at
http://www.foe.co.uk/resource/briefings/dirty_truths.pdf
We have been sending printed copies of it to MPs that may be
interested in the issue or have a local campaign going on in their patch at the
moment.
Just looking at the database that a volunteer drew up for me I
noticed that although we have sent it to the Hull MPs - ie Prescott, Johnson
and Johnson we haven't as yet sent it to the East Riding MPs - including
Graham Stuart - who if I am right has been very supportive of the
campaign.
Would you like me to send copies to Stuart, Knight and Davis - or do
you think the briefing would be better received coming from Hull local
people?
Let me know and if you wish to send it to them I can send you up some
copies - or let me know if you think it is ok for FOE nationally to
contact them.
Also we have spare printed copies so I am contacting groups with live
incinerator campaigns going on to see if you would like about 10
printed copies of the briefing to send to key people on the council. If you
do pls can you let me and Becky ([email protected]) know so we can get them
sent up to you. We may also need to do another print run so it would be
great if you can let us know fairly soon if you would like them.
Also I have been in conversation with Jennifer from Norwich FOE and
we are thinking of trying to get a campaign day for groups campaiging
against WRG together. We thought it would be good for people to share tactics and
intelligence. Would people from Hull be interested in this? It might
be that we need to meet somewhere a bit central such as Nottingham. Let
me know if this appeals and I shall go ahead trying to find a date and
organise a venue.
Best wishes

Public Meeting on Climate Change & Scunthorpe Local Group Formation
On 30th June there will be a
public meeting on climate change
at
The Base, Central library,
Scunthorpe at 7pm
With Elliot Morley's departure from his ministerial post, we are not sure
that FoE will send Tony Juniper, but there will be someone there from Head

We now have enough people to proceed with forming a local group. Liz has
agreed to be named as co -ordinator and Tony has volunteered to be
treasurer. Liz is coming in to fill in the necessary forms tomorrow to send
off to head office after which we should get some campaign materials sent

Visit Info
I am trying to find out where in your area there are places to visit that will give information and demonstrations about living a sustainable lifestyle. eg do you have anywhere that has renewable technology where they take general or booked visitors or places that run courses on topics such as building compost loos or other such courses eg Permaculture design. or even organic gardens that allow public visits.
Any ideas to make a visit to your area interesting would be appreciated.

A Welcome for Chavez
Dear Friends,
If you would like to welcome Mr Chavez to Britain - in the pointed absence of any from Mr Blair - you can email the embassy below. Hugo Chavez is an outspoken critic of Bush and Blair policies of war and imperialism.
I append my offering.
[email protected]
Dear Mr Alfredo TORO-HARDY,
Ambassador of Venezuela,
I read with enthusiasm today of the visit of President Hugo Chavez Frias to our shores.
It pains me that the British government lies so far from Mr Chavez' view of the world.
Having campaigned for years against recent wars I know better than most just how much the Iraqi people and others have suffered from the deliberate policies of America and Britain - despite the wishes of their electorate.
It is like rain after drought to read Mr Chavez denouncing American imperialism - for that is what it is - deliberately strangling a country (through sanctions) and then conquering it with overwhelming military force in the pursuit of oil and a foothold in the Middle East endangering world peace.
Having smashed Afghanistan and Iraq while claiming to have turned them into "democracies", Mr Danger, as your president rightly calls him, has now turned his guns on Iran which has every right to pursue nuclear power under every existing international treaty as you know well.
I heard with dismay of the bomb plot by the CIA to blow up a Caracas flight to America carrying Mr Chavez in 2003 and the CIA backed coup attempt to return a rich elite to power, and was gratified that they failed.
I welcome too Mr Chavez serious offer to supply heating fuel to many poor across Europe and hope his openness and wish to see countries working together becomes a reality not least with the energy crisis we face as a whole.
We are run by a power and war mad elite here in Britain barely masked by a sophisticated media. In the absence of a welcome by Mr Blair could you pass on the greetings, I am sure, of millions of campaigners for peace and international cooperation to the President of your Republic.
Many of us feel without a home, so finally, would Venezuela be open to applications for citizenship from British nationals who share this kind of vision for the world.
Every best regard,
Martin Deane

Haris' Letter to HDM - on what incentives to go beyond 45%
I have just received a written reply from WRG concerning the 45% recycling rate. I asked what would happen when the 45% was exceeded given the Coucil are trying to promote a higher rate as in "Target 45+". It seems that WRG do not intend to go beyond 45% recycling +composting. So WRG have one target and the Council has another.

Rick Anthony visit June 2006
We welcome the help of Richard Anthony and Alan Watson.
I am glad to be told that HOTI (Holderness and Hull Opposed to Incineration), hope that Rick Anthony will visit us and tell us of his work with ZeroWaste, and Suffolk Connect.
As Ive said, I hope that Rick will have the stamina to speak at two meetings, (perhaps the same day?), one in Hull and one in the East Riding. (I wonder whether one useful, central venue, would be the Beverley Arms? Central for anyone coming from S. N. E. or W, and too near to County Hall for Members and officers to claim that they cant attend. When I organised a meeting last year, I received excellent friendly service, at little cost).
Personally, I believe that our first priority must be to convince ERYC and KHCC officers and Members, that Zero Waste is a viable alternative to incineration.
Rachel, [email protected] has asked me to give her details of two of our members whom she wishes to contact.
EYE. Chairman Rick Sumner, 103 Cliff Rd, Hornsea. Tel 01964 532954, e-mail ?
Hull FOE. Sue Jolliffe, 47 Kingsway, Cottingham, HU16 5BB. Tel. 01482 845958, e- mail [email protected]
I believe that it is important that the following be involved in Rick Anthonys visit.
(Particularly) Cllr. John Nicholson, 13 Sutton Gdns., Sutton, HU7 4YL. Tel 01482 828044. e-mail ?
Rob Rooney, West End Ho., Luck Lane, Preston, Tel 01482 891290 e-mail ?
Joanne Lawson, Preston, Tel 01482 899836. e-mail ?
I understand, (having had little dialogue with HOTI), that Cllrs. Suggit and Dennis will be responsible for organising (the) meeting. I must point out here that I hope that someone will be asked to organise a meeting in Hull as well as someone organising one in the East Riding. As said, I believe we must concentrate on bringing any ERYC or KHCC councillors over to our side.
I am led to believe that HOTI intends to contact all people copied in, and then negotiate direct with Rick Anthony
Alan Watson, Public Interest Consultants, Oakleigh, Wernffrwd, Gower, Swansea SA4 3TY, Tel. 01792 851599, Fax: 01792 850056 is very important because he is preparing a report, (I do not know any details of this), for EYE. He and I have dealt directly. It is important now, that he and EYE Chairman, Rick Sumner, discuss Alans course of action. It may well be that the when and where and what, of the presentation of his report is very important.
From this stage on, I ask to be allowed to retire into the background. Whilst willing to do anything that I am clearly asked to do, I have much other work to do, and I have recklessly neglected everything, particularly my family, for far too long.
The way forward is by constant discussion between HOTI and my colleagues. With due respect, I feel that HOTI has not recognised this yet.
Please each check that Ive got your details right

NEW REPORT AND BRIEFING LAUNCHED
Friends of the Earth have published new research which looks at the
greenhouse gas emissions from waste incinerators, comparing them to
other energy generating technologies. It debunks the myth that incineration
produces "green" and "renewable" energy.
A briefing "Dirty truths: incineration and climate change" summarises
the findings of the report:
http://www.foe.co.uk/resource/
briefings/dirty_truths.pdf
The press release about the launch can be found here:
http://www.foe.co.uk/resource/
press_releases/green_incineration_
claims_02052006.html
"A changing climate for energy from waste?"
(
http://www.foe.co.uk/resource/
reports/changing_climate.pdf),
written by Eunomia Consulting, shows that a standard British waste to energy
incinerator produces a third more greenhouse gases for the
electricity they produce than a gas-fired power station.
The study reports that the situation will get worse in the future, as
power generation from gas (and even coal) becomes more efficient,
whilst carbon dioxide emissions from incinerators are predicted to increase
due to a higher percentage of fossil-fuel containing plastics in the
waste they burn.
The study also shows that the UK could invest in a real renewable
energy-from-waste technology, anaerobic digestion, which takes
kitchen and commercial food waste and converts it into methane that can then be
burnt. The resulting residue can then be used as compost.
The report was launched at a parliamentary briefing on 3rd May. On
display at the briefing were over 100 photographs of members of the public
holding speech bubbles saying "Yes to recycling, no to incineration". These
photos had been taken by waste networkers at various events throughout
England over the past few weeks - thank you if you sent photos to us.
EXTERNAL NEWS
EU AGREEMENT REACHED ON BATTERY DIRECTIVE
European ministers and MEPs have agreed a compromise on a new
Directive that will make producers responsible for collecting and recycling
spent batteries.
The agreement includes the possibility to exempt small producers from
the obligations to finance the waste management of batteries, a
requirement that batteries need to be removable from appliances so they can be
recycled as well as a requirement that the battery capacity needs to
be indicated on the label for consumer information purposes.
The new Directive will set minimum collection targets of 25% and 45%
of the average annual sales over the past three years, to be achieved
respectively four and eight years after the transposition of the
Directive. It will also require collected batteries to be recycled.
Member States will have to transpose the Directive into national law within
two years of its adoption.

COMPULSORY RECYCLING SUCCESS IN HACKNEY
Hackney council, the second London borough to make recycling
compulsory for residents, has said the scheme has seen a 20% rise in recycling
tonnage since its start at the end of February.
The four wards affected up to now have been targeted with multi-lingual
publicity campaigns. March 2006 saw an extra 26 tonnes of material
collected in the compulsory area - and a knock-on affect on recycling
rates in the rest of the borough. The borough recycled 19.6% of household
waste in March 2006.
PLANNING INSPECTOR BACKS SITES FOR DORSET MBT PLANTS
Plans to build two new mechanical biological treatment (MBT) plants
for processing mixed household waste in Dorset have been given the green light. Following a public inquiry last year, the government's
planning inspector approved the proposal within Bournemouth, Dorset and Poole's
Waste Local Plan for sites at Bournemouth International Airport and Winfrith.
