There are abnormal cells seen in this cervical biospy extending from the basement membrane right out to the surface. This qualifies as a CIN stage 3. It is difficult to distinguish CIN 3 from carcinoma in situ but you won't be asked to do that.

Note CIN 1 - abnormal cells in inner third only
        CIN 2 - abnormal cells in inner and middle third of cervical epithelium

Also note basememt membrane is intact - no abnormal cells beneath the basement membrane therefore (in this section at least) there is no evidence of invasion.
This is labelled CIN 1.  note that the superficial cells have flattened nuclei and seem to have keratin in their cytoplasm. The cells in the bottom third have large dysplastic nuclei. those in the middle third are maturing normally.
