"ABOUT GUARDING(PRESERVATION) of ENVIRONMENTAL MEDIUM"

Clause 65. Guarding(preservation) of plants, infrequent and found under threat of petering, and animals.

1. For guarding(preservation) of plants, infrequent and found under threat of petering, and animals the Red data book of Russian Federation, Red data books of republics in a composition of Russian Federation is founded,

2. The plants and animals referred kinds, brought in the Red data books, everywhere are subject to exemption from economic use. The activity leading to reduction of number of these plants and animals, worsening medium of their habitation is forbidden.

3. The enterprises, establishment, organization, other land users, in which terrains there are plants and animals referred kinds, brought in the Red data books, are obliged to arrange on guarding(preservation) and reproduction of these kinds of plants and animals.

4. The order of guarding(preservation) of plants, infrequent and found under threat of petering, and animals, conducting the Red data book of Russian Federation and Red data books of republics in a composition of Russian Federation is defined by the legislation of Russian Federation and republics in a composition of Russian Federation.

Clause 84. The administrative responsibility for ecological offences.

1. Officials and citizens, enterprise, establishments, organizations guilty of committing of ecological offences:

- To waste, damage, destruction of natural objects, including monuments of the nature, attrition and destruction suitable - reserves of complexes and natural ecological systems;

- Infringement of the established order or rules of an acquisition, collecting, preparation, sale, buying up, acquiring, exchange, sending, import and export abroad of objects of the vegetative and animal world, their products, and also botanic, zoological... Collections;

- Failure to comply of obligatory measures on regeneration of outraged environmental  medium and reproduction of natural resources;

- Recusancy to the orders of members realizing the state ecological control.

Are exposed to the penalty levied in the administrative order:

The citizens - From unitary up to ten-multiple dimension of the minimal wages established in Russian Federation;

- Officials - From three-multiple up to 20th of dimension of the minimal wages established in Russian Federation.

3... The amercement does not release guilty from a duty of compensation of the caused harm.
