HSTG Staff Extensive investigative experience and have been assigned to the
following units: Homicide, Special Victims, Domestic Violence, Sex Crimes,
Business Robberies, Burglary, Auto Theft, Vice Narcotics, and Fugitive
Apprehension.
Currently a Licensed Polygraph Examiner in the state of Virginia
since 1999, certified in both computerized and analog instruments, and
have conducted hundreds of polygraph examinations, both criminal and pre-employment.
Polygraphs have been conducted at the request of other law enforcement
agencies, local, state and federal, and Commonwealth Attorneys Office.
Presently a Team Leader with the Crisis Negotiation Unit and have
been assigned to this position since 1986, have successfully negotiated
numerous hostage/barricaded incidents. Also responsible for developing
and implementing training for newly assigned CNU members.
Spanish Language – Able to read, write, speak and understand fluently.
Currently certified to interpret in General District and Circuit Courts.

22 years law enforcement experience with the NNPD, currently working
with the Joint Terrorism Task Force (JTTF) of the Federal Bureau of Investigation
(FBI), Norfolk Division. Responsible for investigating all terrorism related
matters, identifying key assets and infrastructures in the region.
Assessing WMD threats and responses particular to the Hampton Roads region.
Maintains liaison with numerous military, government and business assets
in the area. Also have an active Top Secret clearance.

Over 20 years of experience serving in the field of Public
Safety as a Law Enforcement officer, Firefighter and Hazardous Device Technician.
His practical experience includes working as a licensed Private Investigator,
Serving as a Rescue Diver, member of the Heavy Technical Rescue team, and
instructor certification as a C.P.R, and E.M.T. instructor. He has certification
and practical experience in the fields of Emergency Response to Terrorism,
Incident Safety and Incident Management, Hazardous Materials response,
as well as Arson Investigation. He is a Graduate of the U.S. Department
of Justice, F.B.I., U.S. Army Ordnance Missile & Munitions Center &
School and the Hampton Roads Regional Academy of Criminal Justice - Law
Enforcement Program.

Massengill
Over 22 years of experience serving in the field of Public
Safety as a Law Enforcement officer, Firefighter and Emergency Medic. He
is a Graduate of the Hampton Roads Regional Academy of Criminal Justice
- Law Enforcement Program, as well as having been a licensed Private Investigator.
His practical street experience coupled with over 37 years of training
and research in a vast array of Asian Martial Arts and Modern American
Law Enforcement Training Methodology makes him an instructor uniquely qualified
to teach practical real world self-protection skills. Massengill has developed
programs for Law Enforcement, and Private Security, as well as the first
Emergency Medical Services Defensive Tactics program which he was asked
to develop and present at the Virginia State EMS symposium in 2002. His
articles have appeared in major Martial Art’s magazines and web sites.
Simply put, there is no other instructor on the Peninsula with his experience
