Personally, I believe the latter. The album's central figures, Jesus of Suburbia (JOS) and St Jimmy, were created by Billie after he came up with the line, "I'm the son of rage and love, the Jesus of Suburbia". This inspired him to write the punk opera. This line is the opening line of track 2, Jesus of Suburbia.
There are 2 nine minutes songs on the album, 2. Jesus of Suburbia and 11. Homecoming. Apparently Mike wrote a short 30 second song and Billie wanted to write one as well, this continued and 5 short songs are joined on each of these 2 tracks.

The band are about to start work on a film on the making of their new album. Mike said, "We're definitely working on a film based on the album. I mean the story is already there, but to some degree it will depend on who ends up doing the writing as to how involved we'll be."
