Meeting

Meeting started at 7:10
Mike Parmentier handed out
information about macro farming
which described both the Brown County ordinance affecting large scale
animal farms as well as recent state legislation. He also brought to
the meeting a copy of the Town zoning map as well as an
existing Town land use map. He then
explained about the information that was sent out to the members prior
this meeting.
The committee went through and
discussed the goals and objectives portion of the Issues and
Opportunities Chapter. There was a lengthy discussion about what if
anything the Town could do about the possibility of stopping the PCB's
from being put in the potential county landfill in the Town as that was
one of the objectives listed under the Land Use category. Members of
the town board at the meeting indicated that there wasn't anything the
Town could do about it if it is decided to put PCB's in the
landfill site.
They mentioned that in prior
negotiations regarding the landfill, the Town asked for and received as
part of the contract with the County a stipulation that the Town would
receive $10.00 per ton of PCB sediment if that would ever be put in the
landfill. They indicated that the amount was much higher than was
proposed by the county and it would be a mistake to try to reopen the
negotiations since they felt that the Town had negotiated a very good
contract.
One of the members asked about the
objective "allow some lot sales on non-farmable property" under the
Land Use Category. Mr. Parmentier indicated that it would be critical
for the Town to identify specific criteria that would need to be met
and specify such criteria within the Zoning Ordinance or comprehensive
plan in order for that objective to be implemented. Without that, there
would be too much chance of inconsistency in the application. He
mentioned when the committee discusses that further in the land use
chapter discussions, he would be bringing examples of different zoning
alternatives for the committee to look at for this objective and other
ones from the Land Use category. If the committee does not
like the alternatives, they then should think about eliminating this
objective.
The next meeting will be at 7:00 p.m. at St. Pat's Church on Tuesday,
August 10th to discuss the Transportation chapter which will be sent
out to the members prior to the meeting.
