The movie city will include hotel, store front and other elements and has been estimated to break even in four years. The project theme will be Feng Xiaogang movie sets. Director Feng thought that abandoning his film sets would be very regrettable, as they should be preserved for viewers to enjoy and reminisce. Conceivably, this is the Universal Studio concept with Chinese colors. The Hong Kong film industry has always asked for a movie city. This movie city is not in the theme park format but a production location. Reportedly, industry representatives have already reflected their pleas to the incoming Chief Executive. In recent years film production locations aside from some Hong Kong street scenes have almost entirely been completed in the Mainland. For some modern Chinese city or landmark shoots, shooting on actual Mainland locations was of course reasonable. Hong Kong has fewer and fewer production "notices", leading to a severe negative consequence. Several years ago film productions went to shoot in the Mainland with a large group, almost all key positions belonged to Hong Kong people. Now when production head north, due to increasing costs most kept things simple. For example cinematographers usually would only bring one or two assistants, or art directors might go alone. Thus their Hong Kong team's job opportunities would obviously be reduced and even had work shortage. The biggest problem that the Hong Kong film industry faced was a talent discontinuity. With the lack of work the matter went from bad to worse. Three years ago BODYGUARDS AND ASSASSINS (SUP YUET WAI SING) had a Qing Dynasty end Hong Kong street set that was built almost on a 1 to 1 scale in Shanghai. Now it is still standing and many films used this set for production. There is only one reason: Hong Kong has no location where a permanent production location can be constructed. Thus film workers asked the Special Administrative Region government to allocate land for a construction location that the industry and community formed committee would manage. The government or the film development fund would only need to provide the first stage development funding, then the committee would manage its operation. According to the Mainland production location management experience, it should at least be able to cover its own cost. If the government agrees, the first type of jobs that will thrive should be set construction and props. Because the movie city construction would make many movies shoot in Hong Kong, workers in other positions will have more job opportunities. At the same time it will be able to provide a healthy environment for the industry to train new blood.
