Gentlemen:
Enclosed you will find six pamphlets which deal mainly with the roll and essence of the Legionary Movement in Romania, as well as with the aspects of the political and social life in correlation with this movement, its ideology and with "anti-Semitism" in Romania in general.
With these pamphlets we are trying to respond first of all to certain attacks and accusations that have been raised against the Legionary Movement as being "fascist", "nazist", dictatorial", "national-communist" and even a "branch of Hitlerism", as well as against the Romanian Nation for apparently promoting chauvinistic nationalism and committing acts of barbarism against ethnic minorities from within its territories. These attacks are made by some Romanian political personalities (former communist leaders under Ceausescu), like Petru Roman (a Romanian communist Jew), former prime-minister during the years after the revolution of 1989 (made in March 1990) and even by Ion Iliescu (a high ranking communist official under Ceausescu), the former and present president of Romania (accusations made in June 1990 and repeatedly afterwards), as well as by other personalities like the Chief Rabbi of the Jewish Community in Romania, Moses Rosen (made in June 1991), accusations which were published in the great American newspaper "The New York Times".
Following these accusations, the American Senate approved a resolution (Senate Concurrent Resolution #52 of July 11, 1991) which condemns:
- "the rebirth in Romania of organized anti-Semitism",
- "the ethnic animosity in Romania, including the existence of extremist organizations and publications dedicated to such repugnant ideas."
We respond to these accusations especially in the pamphlet "How the Condamnation of a Nation is Staged".
A new attack against the Romanian people was made by two American congressmen, Alfonse D'Amato and Cristopher Smith, both members of the "Commission on Security and Cooperation in Europe", who in a letter addressed to President Ion Iliescu criticized him for:
- "the existence of a campaign to rehabilitate Ion Antonescu and the fascist Iron Guard Movement",
- "the lack of official condemnation and vigurous investigation of the desecration of the main Jewish cemetery in Bucharest".
We respond to these accusations in the pamphlet "The Staging of a New Condamnation of the Romanian People".
In support of these statements contained in these two pamphlets we are enclosing the following:
A. "The Truth About the Legionary Movement", which contains several dsocuments, namely:
1. "The Declaration of the Legionary Movement", published in 1990, titled "To Know the Truth", edited by the Legion's Council presided by Horia Sima, taking position regarding the newsituation created in Romania by the revolution of 1989, which stresses among many other subjects, the following:
a. The Legionary Movement and the new Romanian Democratic State.
b. The Legionary Movement and the Terrorism ,
c. "The Rebellion" of January 1941 and the Jews.
d. The Legionary Movement and the Democracy.
e. An ideologic campaign of diversion.
2. "The Tribunal of Ngremberg absolves the Iron Guard", deposition by Mihai Fotin Enescu, former Consul General for Germany of the Romanian Government in Vienna (1944-1945).
3. The Declaratiuon of Simion Ghinea regarding the "staging of massacre " of Jews at the slaughterhouse in Bucharest in January 1941.
4. The Declaration of Iuliu Maniu about the Legionary Movement.
5. The Legionary Movement according to testimonies and depositions , by Traian Golea, which proves that the action of Corneliu Codreanu represents the reaction of the Romanian people facing the danger of bolshevization of Romania (1919-1922).
6. The Legionary Phenomenon - From Horia, Closhca and Crishan to Horia Sima - by the American C.W. Forester, where the author presents the Legionary Movement as an attempt by the Romanian people to escape the domination of an oligarchic caste that ruled Romania for the past two centuries.
7. "Facts are Facts, - The Truth Abouth the Khazars", by Benjamin H. Freedman, where a Jew proves that 90% of the so-called Jews in Europe do not belong to the Semitic race and therefore the accusations of "anti-Semitism" is false, ill-intended and inappropriate.
B. "Distorsions and Misrepresentations That Bring Insults and Desecrate the Memory of the Victims of Horthy's Reign of Terror", by Dr. Oliver Lustig, a Jew from Northern Transylvania ceded to Hungary by Hitler and Mussolini according to the "Diktat of Vienna" of August 30, 1940. This study was first published in Romania in the "Historical Magazine" #5, 1987. In this study Dr. Oliver Lustig describes the relations between Romanians and Jews and between Romanians and Hungarians. He states that in the territories left under the administration of the Romanian government (Southern Transylvania and all other Romanian provinces), "not a single Jew was killed. The Jews in Romania didn't even have to wear the Yellow Star of David" . Dr. Oliver Lustig also mentions the testimonies of the American historian Randolph Brahan, given in "Genocid and Retributions, the Holocaust in Hungarian-ruled Northern Transylvania", where he recognizes that "Romania represented an oasis, a heaven for Jewish refugees", He also quotes Dr. Israel Gutman from Israel, who confirms that "the plan of the Nazis to deport the Jews from Romania to the extermination camps in Poland and Germany were energetically opposed by the Romanian people and the Romanian authorities, the government of the dictator Antonescu included... this resistence is the main reason for the salvation of the majority of the Romanian Jews... this was not the result of some opportunistic action or changes on the front lines, but mainly and essentially because of the differences of positions and concepts which existed between Nazi Germany and Romania under the dictatorship of Antonescu in regard to the Jewish population." All these statements made by Dr. Oliver Lustig are in the quotations contained in " The Staging of a New Condamnation of the Romanian People", and in his own article, which is translated and enclosed.
Nobody in Romania knew of the existence of a planned action to liquidate the Jewish population in the country during the years of the World War II. Even Dr. W. Filderman, who was the president of the Jewish Community in Romania during the war, never mentioned the existence of sucha plan to destroy the Jewish population in Romania. It was, however, known that during the retreat of the army and the civilian population from Bessarabia and Bucovina -- after these provinces were ceded to Russia on June 26, 1940 -- the Jews from these areas organized themselves to form militant gangs which joined the bolshevic troops and committed countless acts of barbarism against the retreating army which had orders not to respond, as well as against the civilian population which was unarmed and in total disaray. Accounts of these cruel acts against the Romanians can be found in "The Staging od a New Condamnation of the Romanian People", which is enclosed and which contains data we obtained from the writings of the historian Gheorghe Buzatu from Iassy, titled "Thus Began the Holocaust Against the Romanian People", (Publishing House Majadahonda, Bucharest, 1995), which contains the reports of the commanders of military units retreating from Bessarabia.
In June 1941, when the war against the Soviet Union aimed to recapture Bessarabia and Bucovina started, the Jewish population in Iassy, located close to the border with Russia, committed acts of sabotage in support of the Soviet Union. Three thousand Jews were then arrested and deported for security reasons.
In 1991, commemorating the 50th anniversay of these events, the Rabbi Moses Rosen declared that 400.000 Jews were killed in Romania. This number, he claimed, could not have been mentioned before because of the terror against the Jews during the war and up to June 1991. "They could not even shed tears for the dead" for that reason. It is well known that during the first phase of the communist domination 80%q of the key positions of the Romanian communist government were held by Jews and that national Romanians were arrested and incarcerated or summarily liquidated by the head of the newly established security forces, the Jew Nicolski, brought from Soviet Russia for this special assignment, which showed a sadism unknown until then. (See: How the Condamnation of a Nation is Staged) . The Rabbi Rosen, as we can see, exaggerated the number of Jews arrested or deported from 3.000 to 400.000, an exaggeration that defies logic and common sense.
At the same time, in 1991, a revised edition of the book "A History of the Modern World, 1917-1990", by Paul Johnson was published in England. On pagd 415 it says: "The numbers offend credibility. Hitler had under his influence approximately 8.700.000 Jews in December 1941. Until the beginning of 1945 at least 5.800.000 were killed, (from Poland 2.600.000, from Russia 750.000, from Romania 750.000, from Hungary 402.000, from Czechoslovakia 277.000, from Germany 180.000, from Lithuania 104, from Holland 107,000, from France 83.000, from Latvia 70.000, from Greece 65.000, from Austria 65.000, from Yugoslavia 60.000, from Bulgaria 40.000, from Belgium 28.000, and from Italy 9.000)."
In 1957, the former director of the Central Institute of Statistics of Romania, Dr. Sabin Manuila, published in colaboratioin with the former president of the Jewish Community of Romania, Dr. W. Filderman, a pamphlet concerning the statistics of the Jews in Romania, titled "Regional Development of the Jewish Population in Romania", where on the first page is made the following statement: "They feel that they are uniquely qualified to interpret available data which are all too often deformed by would-be analysts of the problem."
And now their conclusion: "For the Old Kingdom", (the territory left under the Romanian administration after the territorial losses of 1940), the losses of the Jewish population are estimated at 15.000 (fifteen thousand). The total losses in all of the Romanian territories are 209.214, which represents 27%q of the total Jewish population of Romania, 90.295 in the Northern part of Transylvania, (which was under Hungarian administratiuon at that time, 1940-1944), and 103.919 inBesssarabia and Northern Bucovina", (territories under Soviet administration). The total losses are estimated as follows: 2%q to the Romanian admninistration, 13%q to the German-Romanian military actions and 12%q to the activities of the Hungarian government... "
On the last page of this pamphlet there is a map of Romania which also shows the territories ceded in 1940. On the territories left under Romanian administration we find the following remark: "312.972 Jews lived on this region in 1930. At the end of the war their number increased to 355.972 - (13,7%q)." This was the holocaust of the Jews in Romania in the territories under Romanian administration, the number of Jews increased by 13.7%q. Is there any room left for malicious lies, and who are those stupid persons to believe them?
As a final conclusion Sabin Manuila and W. Filderman state: No other country that has at any time been under Nazi domination can show so large a proportion of survivors as does Romania." This conclusion was published even before, on August 10, 1946, in the " Jurnalul de Dimineata" (The Morning Journal) in Bucharest, signed by W. Filderman. Only the insolent red Rabbi Moses Rosen could permit himself to make statements so full of lies and exaggerations, so malicious and contradicting, contrary to the true facts and data presented by the most qualified authorities (the Chief of the Central Institute of Statistics of Romania and the President of the Jewish Community of Romania). These malicious lies were accepted by the present government of Romania without much comment.
As far as we are concerned, we declare that the statements of Rabbi Moses Rosen are crass lies and constitute a frightening distortion, made with the intent to obtain retribution for alleged material and human life losses from a nation which was robbed to the bone by the Soviet Union and its own government (in which 80%q were Jews in key positions, a government imposed by the Russian occupational army), and to promote a legislature in order to prosecute the national element in its own homeland, in accord with the resolution of the Rabinical Conference in America, (in 1936), which says:
"The most remarkable and at the same time the most regrettable consequence of World War I was the appearance of nationalist movements and the flourishing of the already existing. Nationalism is a great danger for the Jews, because it is proven that the Jews cannot live in strong countries with a high national culture." ("Sentinel", Chicago, September 24, 1936.

We hope that reading these pamphlets will help you to be able to see and understand the good feelings of the Romanian people toward the foreigners who crowded into their country, attracted by the opportunities for a good life and by the kindness of the people, conditions that gave them the false impression that they could dominate and exploit them in their own benefit.
