Environmental Health

1st Hour Session: General survey of services being provided by or matters being addressed by the Federal government which are important to the Hispanic Community; presenters would be selected from among high-ranking Federal officials. This should initiate the development of a comprehensive reference manual to define Federal services and identify contact points (services, grants, technical assistance, employment, education, materials) for Hispanic Community-Based organizations, learning and service institutions, and families (detailed examples for EPA, same is needed for other agencies):

US Environmental Protection Agency (USEPA):

  • OPPTS: Pesticides; Lead; Asbestos; Pollution Prevention; Persistent, Bioaccumulative and Toxics (mercury, PCBs, banned pesticides); Community Right-to-Know; Chemical Right-to-Know; Promoting use of safer chemical, processes, and technology; etc
  • Children�s Health Program: Educational and Informational
  • OSWER: Hazardous Waste and Emergency Response
  • OIA: Border Issues and International Cooperation
  • OARM: Grants, Contracts, Cooperative Agreements, Employment,
  • ORD: Research
  • OAR: Indoor environments, pollution controls;

2nd Hour Session: General survey of best-practices within these Federal agenciess -- delivery of services, production of learning/information/ assessment materials and products, or strategies for researching problems related to the Hispanic Community. This would constitute the second section of the reference manual which defines Federal services and identifies contact points for Hispanic community-based organizations, learning and service institutions, and families. This could be used to establish protocols and criteria for delivery strategies for government services (including what form they should take and who can best deliver them -- community-based organizations, churches, agencies); how information/learning materials and products should be designed and how learning and training should be delivered; etc.

3rd Hour Session: Establish an agenda and strategy for the 21st Century, or, at a minimum, define the framework for setting an agenda and/or formulating a strategy. This would include ideas, suggestions, and incentives for addressing under-representation of Hispanic professionals within the government and current delivery organizations; funding contracts for the development of content, materials, and products; grants for the research and to expand educational/information outreach; overall funding and priorities for Federal and state programs; Federal/state/local political considerations for Congressional and State appropriations and budgets; financial support and recognition of community-based organizations; etc.
