Moving up to the 22-point against White's stronger board looks like asking to be attacked. White has not yet made his bar-point, so Black's back checker is not hemmed in.
The arguments for 24/22, on the other hand, are that since Blue is ahead in the race and has only one man back, escaping is a real improvement for Blue. It also puts pressure on White's stripped 8-point.
The arguments for 13/8 13/11 are that Black needs to get a stack of checkers on the mid-point into play. 13/11 puts a checker on the point which is valuable both for building purposes and for controlling Blue's outer-board.
My slight preference is 24/22 with the 2. White's 3-1 response has started to block in Blue's back checker.
Generally, once your opponent opens with a 3-1 or a 4-2, you must split when you can.
Another way to look at this position: With an opening 5-2, the choice of 2 either with 24/22 or 13/11 is close. However, a 5-2 response after your opponent has made his 5-point is clear -- 24/22.
Moving up to the 22-point looks more important to me in this position.
