Generally, hitting the most advanced blot is usually right. You gain the most in the race and prevents your opponent from making a key point.
However, this position looks to be an exception. Hitting on the bar-point leaves White a lot of return shots -- aces's, 3's, 4's and particularly good 6's.
B/14* leaves White only return 2's. If White misses, Blue will have escaped a back checker and be well ahead in the race.
Getting hit back is not serious in this sort of position, since White has no board and Blue will often have chances to return back. In addition, Blue will be likely to gain more in the race on an exchange of hits, since the blot-hitting contest is on White's side of the board.
However, Blue is ahead in the race and has fewer men back, so the blot-hitting contest favors White since White already has several men back.
Keeping the lead in the race and play with only one man back is consistent with Blue's position.
