Hitting loose on the 2-point doesn't look necessary.  Blue has the stronger inner-board which argues for the contact, but White isn't threatening too much, so the value of the tempo gain goes down.

The middle-eastern double-split does nothing for the offense.

Blue needs to develop the stack of checkers on his mid-point.
Bringing two checkers from the mid-point gives White a lot of indirect shots, while Blue does nothing with his back checkers.  Blue should be better off working on both sides of the board.

13/9 puts a builder on the 9-point, which is better placed for offensive purposes (it can bear down on the 3-point) than a builder on the 10-point.
24/21 duplicates White's 2's and avoids coming under the gun of White's checker on the 11-point.
In addition, if Blue splits to the 20-point and makes the golden anchor, his 6's are blocked if White simply makes his 11-point.

24/21 13/9 stands out in this position.
