Making the defensive 23-point anchor doesn't accomplish much.  Blue is far behind in the race and needs to maximize his chances to get a shot.  I think Blue should not touch the back checkers.
Blue needs to build a board as fast as possible so that if he hits a shot he can contain White's checker.
With this in mind, slotting the 5-point with the ace is quite valuable.  The choice should be between 11/5 and 13/8 6/5.
13/8 6/5 is more flexible, but the downside to this play is that it leaves White the direct shot.
However, since Blue is already well behind in the race, getting hit is not that critical.  In addition, since White has not yet built up his board the hit checker may have a chance to be used for grabbing an advanced anchor.

The more aggressive 13/8 6/5 is my choice.
