With the last two aces, Blue can make the bar-point, which is certainly an improvement but it leaves a blot on the 8-point which can be hit by some indirect shots.

23/21 goes after the best advanced anchor available.  Another argument for this play is that it leaves fewer blot than making the bar-point.

23/22 combined with 11/10 is quite reasonable.  Since the checker on the 11-point is not well connected with the made 5-point, advancing to the 10-point is a clear improvement.  The checker bears down on the 4-point, the next inner-board point in line.  Also, the 10-point can be the fourth part of Blues's prime.
The downside to 11/10 is that it leaves White a 6-4 to hit, but Blue has to take some risks.
