Hitting on the 4-point is a must at all scores and for Money.  Even though it strips the 8-point, the gain from putting White on the bar, preventing White from making the anchor, and starting the 4-point for Red makes it easily worthwhile.

It is the 3 which is the question.  I do not care for double-hit.  I think the double-hit is okay when the opponent has split to the 2 or 3-point.  For example, against a split to the 2-point I would double-hit with 4-1, and against a split to the 3-point I would double-hit with 3-2.  The difference is that the checker is not on a particularly good point anyway, so you don't gain that much by leaving it there if it isn't hit back.

In this position, the checker on the 4-point is starting a valuable point, so there is a lot to be gained from leaving it there if White doesn't hit back.
Splitting the back checkers does make a good start toward an advanced anchor, but I prefer going after the offense.  I strongly prefer 13/10 over 24/21 at DMP and GG and it also is my slight preference for Money.
If the blot isn't hit, the builder six away to make the 4-point is very valuable, and if the blot does get hit, the blot on the 10-point gives Red a good 6 to hit back.

At GS, on the other hand, I would avoid complications and just try for a better anchor with 24/21.
