I would go with 13/11 6/5 for money and at all scores.
For money and at a GG score I definitely insist upon slotting.
At DMP I could be talked into the minor split (24/23 13/11).
At a GS score, I slightly prefer 24/21 to 24/23 13/11. A problem with 24/23 13/11 at GS is that Red can blitzed often if he fails to anchor.
Either 24/21 or 24/23 13/11 is technically best at a GS score, (note that a "middle eastern" double-splits should be avoided particulaly at a GS since it often gets blitzed too easily), but I still prefer the slot & build play (13/11 6/5) against weaker oppositions because I will often be happier with more complicated positions.
