Romans 9:8-9 That is, They which are the children of the flesh, these are not the children of G-d: but the children of the promise are counted for the seed. For this is the word of promise, at this time will I come, and Sara will have a son.

Answer: He is a complete Jew who is one inwardly and circumcision is that of the heart, in the spirit.
It matters little to G-d what nationality one is. All that matters to G-d is if you have believed in His Son and in His blood for your atonement. Yeshua then comes into our heart and we become a child of G-d.
This helps you understand that some Gentiles also have become the children of G-d. A Jewish person is not automatically saved by his birthright. We all fall short of the mark and need His mercy. The people's unrighteousness in Romans 3:5 demonstrates G-d's righteousness.

"But if you do not believe his writings, how will you believe My words?"
He gave them a sign.
Luke 11:29-30 they seek a sign; and there shall no sign be given it, but the sign of Yonah (Jonah) the prophet. For as Yonah was a sign to the Ninevites, so shall also the Son of man be to this generation.
Yonah 1:17 Now the L-RD had prepared a great fish to swallow up Yonah. And Yonah was in the belly of the fish three days and three nights.
So was our Messiah three days and three nights in the tomb.
Gentiles were saved through G-d's righteousness and this salvation came to them through His mercy and demonstrated G-d's mercy. The good news of the Messiah came to all. His mercy will come to all whom believe. Some Gentiles have now become children of G-d and are used by G-d.
G-d chooses whom He chooses and He is consistent with this.
Today we have many signs. And Yeshua showed them to the disciples.
Luke 24:26-34 Ought not Messiah (Christ) to have suffered these things, and to enter into his glory? And beginning at Moshe and all the prophets, He expounded unto them in all the scriptures the things concerning Himself and their eyes were opened, and they knew Him; and he vanished out of their sight. And they said one to another; did not our heart burn within us, while He talked with us by the way, and while He opened to us the scriptures?
Romans 9:10-13 And not only this; but when Rivkah (Rebecca) also had conceived by one, even by our father Yitz'chak (Isaac); (For the children being not yet born, neither having done any good or evil, that the purpose of G-d according to election might stand, not of works, but of him that calls;) It was said to her, The elder will serve the younger. As it is written, Ya'akov (Jacob) have I loved, but Esav (Esau) have I hated.
Ya'akov (Jacob) is another example:
This clearly shows it had nothing to do with flesh or our actions because Ya'akov (Jacob) was chosen before He was born.
What does Romans 9:13 mean when it says, "Ya'akov (Jacob) I loved, but Esav (Esau) I hated? From where in the Tanakh is this quoted?
G-d chose Ya'akov (Jacob), but rejected Esav (Esau) to serve his purpose. (Even though Esav (Esau) was the first born and deserved the birth rite)
