Balawaristan
MANIFESTO OF BNF
It has been prepared keeping in view the natural resources of Balawaristan (Gilgit Baltistan) amounting Rupees 20 billion, excluding gold mines of 500 trillion Dollars.
IMPORTANT POINTS OF BNF CONSTITUTION
Balawaristan will be consisted of at least the following 3 provinces:

(b) Diamer (including Astore)
Dardistan.
(c) Skardu and Ghanchhe
Baltistan / Bloristan.
The first time electing of constitution assembly (National a Assembly) and Provincial Assemblies will be held under the observation of UNO.
All provinces will have equal number of senators. The majority of Senators from each province will have veto power in constitutional and legislative matters.
Friendship will keep with on equal footing, with all neighbouring countries.
The borders of Balawaristan will be extend according to cultural, historic, linguistic and geographical links, with mutual consultation of Shenaki Kohistan and Chitral (Pakistan occupied), Ladakh (Indian occupied)
Complaint cells and offices of Ombudsmen will be established to find out the irregularities against the Army, judiciary, Administration, Ministries, financial institutions and elected representatives, on Central and Tehsil level.
Election commission will be authoritative and independent institution. It will deal with all matters of election and elected representatives and their disqualifications according to the law of code.
Security forces will be constituted of at least 500 person from each Tehsil.
Department of employment will be responsible to provide jobs for unemployed boys and girl's. Double allowance will be given to those who have been remained jobless for more than year.
All Civil and Military officials will be given salary equal to price of 10 grams Gold or equal to the lowest scale of the of Europe.
Education and health will be equal and free of cost for poors.
Judiciary : Tehsil court will announce decision of cases within 15 days, district courts in 30 days, provincial in 60 days and Central Court (Supreme Court) in 90 days.
All employees will get their salaries, pensions and other dues by cheque from their respective department rather than other.
Concerned ombudsman can take action against any government official/elected representative on the negligence, misappropriation, embezzlement or any illegal activities or negleligence in duties on the complain of Complaint Cell or on the complaint of applicant.
Present each Tehsil and District will be divided in to 3 Tehsils and 3 districts and respectively.
No official shall be allowed for double Job in other department until Jobless person is present in the country.
Employment will be the responsibility of the state. Each adult male and female shall register his / her property after completion of education before employment. Employment department will allot the employment Serial Number and Job will be given according to that serial Number. Other tests and examinations will not hold.
Ulmas (religious leaders) will be given respectable jobs from Central to Tehsil level departments, according to their ability.
The difference in salary of head and lowest grade employee of any department, will not exceed then double, but allowance may differ.
The use, transportation and business of heroin will be punished by capital punishment. And punishment for other drugs will be life imprisonment.
Out dated Police Investigation and interrogation (Physical Modern one will replace torture).
The person of Army, Police, Judiciary, administrative or governmental or non-governmental employ will be individually responsible for loss of property or physical damage of accused if proved illegal.
All workers, Engineers and skilled labours will be permanently employed in Work Department. Contractors will be provided workers, skill labours and engineers by work department and salaries will also be paid by department on the recommendation of the concern Contractor.
For any Job or promotion, ability will be preferred.
Civilian or Forces candidate will have right to check his/her papers to eliminate injustice. Sub ordinate (employ) will be fired from his/her job on the proof of getting bribe or corruption and fine double of the bribe or embezzlement will be refunded while in case of head of department (Employees) his services shall be terminated fine upon him double of his misappropriate property or assets.
Habitual lier, addict or culprit of any moral offence will not be eligible for the post of president, Prime Minister, Chief Minister, Governor or head of any institution.
