His Excellency
Mr. Kofi Annan
Secretary General
United Nations Organization
New York
Sir
With all due respect, we would like to bring one of the most horrible case to your notice, ocurred in Balawaristan (Pakistan occupied Gilgit Baltistan).
Press Secretary of Blawaristan National Front (BNF) has already informed to all international Human Rights organizations about the illegal arrests, detentions, and torture of 12 workers of Balawaristan National Front in Balawaristan (Pakistan occupied Gilgit Baltistan) .
On August 14, 2003 (Occasion of national day of Pakistan) the local nationalist organization B N F demonstrated a peaceful protest against the occupation of Pakistan (since 16th Nov 1947). The local police interrupted and arrested 12 workers of Balawaristan National Front on the direction of the occupation forces and it's inteligence agency, ISI. They were arrested, blindfolded and locked up in police station Yasin (Balawaristan). Several police personnel particular inspector of Police Saltana Sher severely assaulted them. As a result Basharat Shafi a minor student of Village Hoondoor, Yasen of Brooshaal province of balawaristan was seriously injured, but nor he was allowed for medical treatment neither his family members or legal advisor was allowed to meet him by treating him just like a terrorist. After three days in detention, they transferred from Yasin police Station, to Gupis and finally Gahkuch Police Station, which is the head quarter of distict Ghizar of Balawaristan. The victims were handed over to secret agencies for investigation, which tortured them bitterly in the underground torture cell. They were framed in a Pakistani sedition section of 124 A by the Pakistani occupation regime. Though is a occupier regime and has no legitimate right to inforce it's rules over this disputed land, which is violation of UNCIP resoltions in this regard.
After one week, the victims were presented in the Pakistani imposed court of civil judge in Gahkuch district Ghizar.Civil Judge Mr. Aqil released 11 workers on bail, but refused the teenage Basharat Shafi, to conceal his torture wounds.
Sir
This is one example of human right violation and an open challenge for human Rights organization. More than hundred political workers are already facing sedition charges in Balawaristn. Pakistan oppressed the indigenous people by threatening by it's forces and ISI. The People of Balawristan are deprived of all the basic human rights. The Political workers are murdered or kidnapped, who demand for their basis human rights. The newspapers are banded, which write about the public voices. Drug smuggler has made drug market in our towns and cities under the supervision of non local civil and military occupying regime. Taliban and Al-Qadir are wandering, and threat to the local people openly. Our peaceful motherland became full of dangerous weapons, due to the training camps which were established by ISI against Afghanistan and India. In such a critical situation we look toward the international organization of human rights usually and United Nation particularly, to use their power and save our nation from the clutch of Pakistan. Pakistan is continuously defying UNCIP resolutions of 13 August 1948 and 5th jan 1949, which orders Pakistan to withdraw it's civilians and forces from Balawaristan and let the local people to establish their Local Authority under the supervision of UN.
We apeal UNSC and UN to ask Pakistan, to withdraw it's civilians and forces from Balawaristan (Pakistan occu[pied Gilgit Baltistan) and it's occupied Jammu and Kashmir first and then ask india to withdraw bulk of it's forces from it's occupied part of J & K by complying UNCIP resolitions.
Sincerely
Mulla Aqa-i-Noor
Coordinator International Wing
Balawaristan National Front
