NALC memebrs first time made fiery
speeches against the state and said that they were
being treated like pariahs by the petty officers here
and KANA. they said that they had been sacrificing for
Kashmiris for last 56 years and what is more to
express solidarity with them when their own cause is
struck due to kashmiris. they said that their
resolutions, recommendations and observations are
thrown into dustbins and often laughed at by the
non-officers. And when they demand explanation on
cetain issues from an officer, their answer often come
as "no comment" or �decison-awaited� which is
insulting to the house and people. they warned that
the Lava may erupt one day and large amount it is
accumulated due to prolonged deprivation and it would
be difficult for the govt to manage once the people
take to streets. they demanded rights forthwith
otherwise they would launch the movement. The leaders
were Aga Abbas of BLN, Aga Muhammad Ali Shah of BLN,
Qurban of Nagar, Rahmat Khaliq of Darel (he also
accused TJP and Ahle Sunnah of sabotaging rights'
struggle here in the past and present), Deedar Ali.
One Sarfraz from Gupis joined PML(Q) and famous here
as a Lota among PPP ranks. Even the KANA minster
ridiculed them here by not atrending NALC session on
5th Feb. There will be no influence whether people
observe kashmir day or not as they knew that we did
not have vote. Lalik Jan came into debate by Ghulam
Muhammad of Yasin and majority members cried in
anguish that had he been from any other part of
country, the situation would have been otherwise.
Because he belonged to deprived area and hence he is
being treated step-motherly and the required perks and
priviliges to �Shaheed� are not being extended. They
demanded equal status to him at par with others in the
state...

Plea to change N. Areas status

GILGIT, Aug 1: The Northern Areas Legislative Council has submitted a working paper on amendments to the Legal Framework Order for Northern Areas, 1994, to the federal government.
Sources said the Kashmir affairs and Northern Areas ministry had on July 17 sought recommendations from the council on the subject, which had been worked out by NALC Legal Committee Chairman Syed Jafar Shah.
The eight-point working paper forwarded to the Northern Areas administration included the demand for an autonomous setup on the pattern of Azad Jammu and Kashmir or an alternative provincial type of government.
The recommendations included the NALC's naming as the Northern Areas Legislative Assembly.
The recommendations sought the replacement of the LFO with an interim constitution and representation in the federal cabinet in terms of Article 93 of the country's Constitution.
The NALC recommended upgrading of the Northern Areas judiciary in accordance with Supreme Court's directive of May 1999 and right of appeal before the apex court in terms of Article 185 of the Constitution or the establishment of a separate higher judicial forum in the region.
It recommended establishment of a separate public service commission and an upper house on the pattern of the AJK council in the region
