Muzaffarabad, Dec 15 2003: The political
activities launched under the aegis of ‘All Parties National Alliance (APNA) and
Gilgit-Baltistan National Alliance (GBNA) in connection with the founding day of
the present Gilgit-Baltistan (1st Nov, 1947) in the region during the 1st week
of Nov, 2002, created an unusual stir and commotion in the camps of rulers and
their local stooges who are deadly against the freedom and democracy in the
region. For it is they who deprived the people of this region (from Chitral to
Laddakh) which is historically called ‘Balawaristan’ of the fruits of their
victory on 1st Nov, 1947, which was achieved under the leadership of Late Col.
Mirza Hassan and his comrades-in-arms. Unfortunately, this victory was later on used against the people of the region by Pakistan by enslaving the people
through its bureaucracy and they a! re still suffering under the same system.
The people of Gilgit-Baltistan vividly remember that their victory of 1st Nov
was stolen and was converted into their defeat on 16th Nov 47, when the rulers
of Pakistan handed over the whole region, instead of an elected president as
head of the state, to a political agent. Naturally, to them, this day is the
most unpleasant and ominous in the history of the people of Gilgit-Baltistan.
That is why they commemorated both 1st Nov (victory day) and 16th Nov (black
day) this year. As the people expressed happiness and jubilation on 1st Nov, for
they had achieved their freedom on this day; they expressed sense of sorrow and
deprivation on 16th Nov when Pakistan captured their motherland and enslaved it
thr! ough a political agent. This despotic, dictatorial and unrepresentative
rule persists, in one-way or the other, up till now. Obviously, the people of
the region are deadly against this mode of governance. They want their
political, constitutional, legal, economical and social rights – complete
freedom. But the Govt of Pakistan, its agencies and their local stooges do not
allow them to put up their demands or even to express themselves. They have
always been crushing such moves harshly with heavy hands. Consequently, one of
the speakers of 1st Nov, Mr. Hyder Shah Rizvi, who rejected Mr. M.A. Jinnah, the
founder of Pakistan, as the leader of the people of Bilawaristan, is being
persecuted and chased up for his speech till today. Again, those wh! o wanted to
commemorate 16th Nov as black day were terrorized and crushed with unduly heavy
state force, which is unconstitutional, illegal and inhuman. Against this
background, the APNA and GBNA have held many meetings at various places during
the Month of Nov and early Dec and have strongly condemned the attitude and
action of Pakistan Govt. and its agencies which they perpetrated and practiced
against the armless and peaceful political leaders, workers and the people in
Gilgit on 1st Nov and 16th Nov this year. They have demanded of the Govt. of
Pakistan to end the reign of terror which it has let loose through its agencies
and give the political, economical, social, legal and constitutional rights to
the people of this region to live in t! heir own way. APNA have also demanded to
the Pakistani rulers and their puppets in Pakistan held Kashmir (PHK) to desist
from disturbing the parliamentary democratic system in this part of the divided
state. The alliance noticed that, since last couple of months a forcibly retired
and deputed Maj. General in PHK as the president is being trying to sabotage the
system and wanting to implement the Pakistan type of democracy in Muzaffarabad,
in which a serving army general unconstitutionally manipulating the powers. APNA
have rejected this system and asked the rulers to restrain from their designs.
Meeting of the alliance have demanded to give up the Mangla Dam up-raising
project, because it is against the interest of the people of the Kashmir. Eighty
billion rupees of the royalty of the said dam, already due on Pakistan. First
they should pay this amount to the Govt of PHK then start the dialogue with the
real leadership of the people of PHK about this project. APNA seriously
condemned the murder of a parliamentarian in Indian held Kashmir (IHK) and
called upon the political forces of all parts of the Kashmir to join hands
against this terrorism. The meeting has demanded the India and Pakistan to open
the routes among the three parts of the state and allow the political forces to
start talks on the future of the Kashmir. Meeting emphasized on the fact that
Alliance of APNA and GBPA represents all three parts of the Kashmir PHK, IHK and
GB so in any! dialogue on Kashmir issue could not be fruitful with out
participation of this alliance.

Possible meeting of Indo-Pak Kashmir committees and expectation
of Kashmiri people Many statements of Sardar Qayyum appears in the section of
press that Indo-Pak Kashmir committees will meet in United states of America in
the Jan, 2003 and will discussed the possible solution of Kashmir issue. One
thing must be clear that both the committees of India and Pakistan have no
representation of Kashmiri people. Then how can they decide about the future of
the nation whom they do not represent? In Indian Kashmir committee some
politicians and journalists are included while in Pakistani committee feudal
lords and capitalists are included, who never crossed the Pattan and Kohalla
bridges, how can these people understand the real problems of the Kashmiri
nation? First of all armies of both countries will not owner there decision then
the real and nationalists Kashmiri leadership will also not accept any solution
against the wishes of their people. People represent these committees are Indian
and Pakistani by nation. So they prefer the interests of their respective
country. How it is possible for them to ignore the interest of their on country
and prefer the interests of Kashmir nation?
At this time Kashmir is divided
in to three main parts, one under the occupation of India (IHK) second under the
direct occupation (Gilgit-Baltistan) and third is under indirect occupation
(PHK) of Pakistan. But these all parts of the Kashmir have no representation in
the aforesaid committees.
Sardar Qayyum is the puppet of Pakistani army. He
is being drinking the milk of GHQ since 1947 till to date. He and his beloved
son have the huge property in Pakistan. So they could not go against the
interest of this country. In this situation Kashmiri nation have no expectation
from these committees. According to Sardar Qayyum, this meeting being holds on
the pressure of USA. So it is necessary for America and international community
to understand the position of these committees, because they have no concern
with the subjective nation. If America and other powers of the world, are
interested in solving the Kashmir issue on the permanent bases, for the sake of
peace and stability of the south Asia. They must be acknowledging the fact that
with out involving and asking from the Kashmiri nation no solution will be
durable. It is need of the time to ask the will and the wish of the own! er of
the house before making any decision about the house. Kashmiri people are the
real owner and master of the Kashmir. So no one other have the right to make the
decision about their motherland. If India and Pakistan are sincere with Kashmiri
nation, both should dissolve these committees immediately and give the right to
the Kashmiri nation of three parts of the Kashmir to form the committees, which
must have the full representation from IHK, PHK and GB. Those committees meet
with each other’s and discussed all the aspects of the issue and then decide
according to the wishes of their people. It may be recalled that Pakistan and
India have held many rounds of talks of the Kashmir issue but out come was zero.
In the future also such talks will bear no result.
