Modifications to 2000 AD Team Ability (Judges / Search-Destroy Agency / Deadworld) in the House Rules
Legal-for-campaign modded figures, formal House Rules (Perplex, etc)
Marvel Ultimates figures

1. Each player must select a team consisting entirely of either heroes or villains.  A list below explains which characters are heroic and which villainous.  Some characters switch allegiances.  For example, Rookie Rogue starts a villain but her E and V versions are heroic.  Magneto has a villainous Rookie, heroic Experienced and villainous Veteran.  It is important to consider character allegiances at the beginning of the game, because your opponent may steal one of your characters as the campaign progresses!

2. Each player builds a 200-point army of Rookies.  The maximum point value for any one Rookie on your team, during the initial build, is 45 points.  All pieces in the initial build must be NAMED Rookies.  Generic characters are not allowed in the first match.

2A. This won't matter for several matches to come, but certain generic characters are illegal in this campaign.  These include Con Artists and any generic medic, such as Paramedic, AIM Medic, Easy Company Medic, etc.  Their LE versions may be legal.

3. Players roll off.  High roller:

(1)Picks the map, (2)Declares the scenario and (3)Announces Guest Star rules (if any)

Low roller:

(1)Picks the starting area on the map and (2)Moves first.

3A. There are a number of possible scenarios for each match, or "issue," in this campaign.  The high roller may choose to play a simple scrap. Alternately, the heroes may be trying to protect a bystander token from villains bent on assassination.  The villains may be trying to steal two or three gems and make their getaway.  The villains may have already stolen something and have to now make their ways completely across the board to escape.  With each issue's scenario comes a victory condition which the players mutually agree is fair before playing.

3B. Scenarios after the first issue may, at the whim of the high roller, include a GUEST STAR.  Guest stars are fun additions to the game which allow players to use pieces which might not otherwise see play.  High roller rolls TWO OR THREE dice (his choice) and multiplies the result by ten.  Each player may, for this issue, add any Heroclix piece of their alignment under this total to their army for this issue only.  However, the high roller may set a limitation on what kind of character the guest stars may be, based on the map.  For example, if the high roller has chosen to play in the Batcave map, he may specify that the heroic player use a Batman Ally and the villain a Batman enemy.  This does not impact their build total or number of actions.

3C. A running tally of guest stars must be kept to ensure they progress in sequence.  A guest star may either be a Unique without an REV equivalent (such as Parasite or Nightcrawler or Cyblade – see rule 7A), or the LE version of a generic piece (such as Joey the Snake or Valinus – see rule 7B), or an REV set not currently in play by either player.   For example, the high roller has declared that the current issue will include a guest star and rolls a 7, so any character 70 points or less which fits the above may be added to each side.  The heroic player may choose to select Nick Fury at 62 points to help his team out, or he might wish to use a 66 point Rookie Steel.  The next time the heroic player selects Steel as a guest star, he may either use the Rookie Steel or the 70 point Experienced Steel (assuming the high roller again rolls a 7).  Experienced Steel cannot be a guest star unless Rookie Steel has already appeared!

4. As this issue - and the next three to four in the campaign - is based on 200 points, each player gets two actions.  After several issues, once each player's build total has passed 300 points, the number of actions likewise increases to three, and so on.

5. (2.0) The winner of the issue receives 25 experience points.  The loser receives 15.  Play ends until the next issue, which might be later that evening, or the next time y'all get together. (Revised from 1.1 rule of 30 / 20 points)

6. Experience points are used to build up your characters or add new ones to your army.  The list (below) shows the progression of each Rookie character.  Many of them just go from R to E to V. For example, let's say the Heroic player had a Cyborg on his force.  He started with a 44 point Rookie.  There are also a 54 point Experienced and a 65 point Veteran available.  The Heroic player won the issue and has 30 experience points. He can cash 10 of these points in to increase Cyborg from Rookie to Experienced.  The Heroic player cannot jump from Rookie to Veteran.

6A. Players must make at least one change to their force with their experience points after each issue.  They cannot drop pieces from their army (yet).  They must either increase a character from Rookie to Experienced (or LE, if applicable, see Rule 6B) or buy a new Rookie, or both.  Unused experience points are kept in a bank.  It would be advantageous to keep a reserve of points in the bank.

6B.  The LE level, when it appears after the Rookie level or after the Experienced level, is optional.  A player may skip it if he does not have that LE piece from WizKids or does not wish to use it.  However, it does offer an extra layer of play in some cases.  For example, the heroic player may choose to advance R Ashleigh (14 pts) to LE Princess Ashleigh (16 pts) and keep the remaining experience points in the bank.  Alternately, he can skip from R Ashleigh straight to E Ashleigh (18 pts).  It just depends on what you want to do with your points and how many you wish to keep in reserve.

6C.  You must have at least three Experienced pieces on your army before advancing one to Veteran.  You must have at least two Veteran pieces on your army before advancing one to “V+” LE or Unique, as noted in rule 7.

6D. There are certain WizKids standards, such as Wolverine, Daredevil or Spider-Man, for whom players have a vast array of options available.  These are all delineated on the list.  Basically, you can progress from "any" Rookie Spider-Man to "any" Experienced Spider-Man, or you can hop along a much longer line.  If it's the heroic player's goal to keep enough points in the bank to buy in a big piece like Thor or Hellboy, then he might choose to use Daredevil, Spider-Man or Wolverine, because you can keep making very small changes to your army as required by rule 6A.  If you won Issue #1 and collected the full thirty experience points, you could, for example, upgrade from a 27 point Rookie Critical Mass Daredevil to a 30 point Rookie Infinity Challenge Daredevil. That way you spent 3 points and keep 27 in the bank for future purchases. Or you can upgrade from a 27 point Rookie Critical Mass Daredevil to a 45 point Experienced XPlosion Daredevil.  That way you spent 18 points and keep 12 in the bank for future purchases.

6E.  It’s perfectly legal to leave a piece at its experienced or rookie or LE level indefinitely if you just like playing with them that way.  Point-wise, the LE Dominic Petros is at a level beneath the experienced version, but he plays much better.  Alternately, you might just want to keep someone at a lower level for the Team Ability.

6F. Starting with the second issue (after concluding the first), a player may choose to purchase a Rookie generic from a short list available.  These are strictly those generics for which no LE was ever made, and does not include the illegal medics.  For your second issue, and each subsequent issue, you may purchase:

Metropolis SCU (hero)
Gotham Undercover (hero) (see special note on the list for Batman / Matches Malone)
Checkmate Agent (hero)
Intergang Agent (villain)
Lackey (villain)
Criminal (villain)
Brit-City Judge (hero)

There is no special reason why you would necessarily want any or many of these, but it might go along with some theme you are playing.  For example, if your villains include Two-Face and the Penguin, you might want some Lackeys to go along with them.

6G. It’s pretty unlikely this could ever happen, but, just in case, let’s say the heroic player has really liked having Steel as a guest star.  He has used Steel three times – once as a rookie, once a few issues later as an experienced and once a few issues after that as the vet.  Now he’d like to add Steel to his army.  The heroic player would have to spend the 74 points for the Vet Steel.

7. The LE level, when it appears after the Veteran level, is how you "unlock" other LEs and Uniques.  There are also some cases, for example Wasp or Professor Xavier, where a Unique level appears after the Veteran.  Once you have bought up from, say, Veteran Aquaman to LE Arthur Curry, or Veteran Wasp to Unique Wasp, or Veteran Boon to LE Boon, you may then use points in your bank to purchase any one Unique or specific LE, as noted below, in place of a Rookie.  It would therefore be advantageous to include at least two characters on your army who can progress to this V+ level.

7A. A "Unique only" piece is one like Thanos or Nightcrawler or Hecate or Judge Death or Despero or Darkseid.  These have no REV counterpart.  Once you have upgraded from a Vet to a "V+" Unique or LE, you may use your
experience points to purchase one "Unique only" for each upgrade you have made.

7B. An  "LE generic" is a piece like Clay Quartermain or Bajounte-Ka or Shvaughn Erin.  These are the LE versions of an REV generic set.  Once you have upgraded from a Vet to a "V+" Unique or LE, you may use your experience points to purchase one "LE generic" for each upgrade you have made.  The advantage to doing this is that once you have purchased this LE generic for your team, you may then begin purchasing generics of these pieces.  For example, once you've bought a Gabriel Jones, you can then buy Rookie SHIELD Agents.  (Why you would necessarily want to, I couldn't say.)

7C. An "LE only" is a piece whose generics are illegal for play.  These would include 4-Eyes, Tia Senyaka, Jane Foster or Sarah St. John.  You may choose to purchase Jane Foster for your team, but you can never add generic Paramedics to play.

7D. An exception to the above is Commissioner Gordon.  While this is a "Unique only" piece, purchasing him for your team unlocks the Gotham Police generics as though Gordon was an  "LE generic" instead.  (Again, why you would necessarily want to do this, I couldn't say, it's just an option.)

7E. There are occasional bizarre cases where the Unique is not the V+. Examples include Hypertime Superman, Juggernaut or Cyclops.  This is treated as an optional level.  If the villainous player wants to upgrade his Rookie
Juggernaut, he can upgrade to U Juggernaut or to E Juggernaut as he wishes.

7F.  The Marvel Universe  "new starter set" of 2004 includes six pieces which, for the purposes of this campaign, are treated as optional LEs. These are detailed on the list.  For example, a heroic player may choose to start using either the 24-point R Wasp, or start using the 19-point UNI 003 Wasp and upgrade to the R Wasp later.

7G. There are a handful of cases (such as Arwyn, Elektra, Hulk and Witchblade) where there are two levels above the Vet – an LE and a Unique.  Each character can only be used for a single “unlock.”  For example, you may advance Arwyn from Vet to Unique and get one “unlock.”  You can advance her again from Unique to LE, but you don’t get another “unlock” when you do that.

8. After every fifth issue, one, and only one of your pieces may quit your team.  It's comic books; there can be discord.  The player may use the points of this piece to buy a new Rookie.

9.  It is important, as said in point one, to note that many pieces switch alignments.  Say for example the villain player is using R Black Adam.  This piece cannot be advanced beyond R (or LE, if the villainous player has it) as the E is heroic. However, the heroic player may steal Black Adam from the villainous player! At any point after an issue, assuming R or LE Black Adam has appeared at some point in the campaign, the heroic player may cash in 123 points and purchase an E Black Adam.  This forces the villainous player to dump his 102 point R Black Adam.  He cannot do anything about this for at least two issues, during which time the heroic player may use the E Black Adam on his force.  After two issues – and assuming the villainous player has at least three Experienced pieces on his force - the villain player may cash in 150 points and buy an evil Vet Black Adam.  (Each of these cases is noted on the alphabetical list.)

9A. (2.0.) With the release of Marvel Ultimates comes figures which are neither heroic nor villainous but neutral. These pieces can be used as part of a team, but can be “poached” as described above by the opposing player at any time. For example, either player may start with a Rookie Punisher, and his opponent may then cash in to buy the Experienced Punisher.

10. If a character is KOed with a Critical Hit, then that character has been KILLED IN ACTION.  Remove him from the campaign!  You can use that character’s Rookie point total to buy in new rookies before the next issue.

10A. (2.0.)  If a character is Killed in Action by a VILLAIN, then the villain team receives 5 extra experience points.

10B. (2.0.)  If a character is Killed in Action by a HERO, then the hero loses the use of the first click on his combat dial indefinitely.  Start this character on the second click for all subsequent games; he can never be healed or regenerate past that click.  If he kills again, start the character on the third click, and so forth.

11. If a character is KOed in a close combat attack or action, then that character may be CAPTURED by the opponent.  Planning a capture must be announced as the scenario, e.g. “The heroes must arrest the Kingpin.”.   In order to make a successful capture, the piece that performed the knockout must make its way back to the starting area.  Its movement is halved.  The capturing piece must be KOed, or that player must concede, in order to prevent the capture.  If captured, the piece is either temporarily or permanently removed from the campaign.

11A. Permanent capture: If the player chooses not to stage a rescue attempt in a subsequent issue, then the player regains the cost of the piece’s rookie and may buy a new character with it.

11B. Temporary capture: However, the player may choose to wait until the next issue where he is the high roller and announce a “rescue our teammate” scenario.  In this case, the player cannot replace his captured piece’s point cost.

12. (2.0) The use of House Rules, while encouraged, must be at the agreement of both players and all House Rules must be clearly delineated in writing.  If one party objects to a modification, the modification must be struck and the official WizKids rule used.  A sample set of House Rules is included.

13. In League play, the experience point totals may be adjusted according to the number of players.  For example, a first-place winner might earn 35 points, second place 25, third place 20 and all other players 15.  New players may be added in this fashion: existing players total the current build of their armies, not including experience points.  This sum is averaged.  The new player builds an army of Rookies up to this total.  None of his Rookies may exceed 45 points.

14. (2.0.) Modded Figures are legal as guest stars only, provided that their dials have been generated using the Retardog or a similar formula, and the figure is one not made in any fashion by WizKids – a “better dial” of an existing figure is not permitted.

The character list now follows.  It is arranged alphabetically.  Marvel Ultimates figures will be added for Version 2.0 (I have some utterly bizarre code here because of the way I saved this and I probably need to take a few minutes and figure out how to add them...)
