THE LEAGUE
OFFICIAL RULES AND REGULATIONS

1.  Franchises
a. Maximum number of owners will be 10.
b. Franchise fee will be $40 per owner plus an optional $10 fee for postseason play.
c. Membership will be restricted to previous members or members of Greater Lakes and Northwest Area Office. All communication and transactions will be through the commissioners.  Each owner must make arrangements to receive weekly reports.

 

2.    Draft
a. The football draft will occur near the final preseason game.  The commissioner will announce the date and time.  Owners will pick draft order numbers by lottery based on when they arrive.  At the announced draft time, random owners in attendance will draw numbers for anyone who has not arrived.  We will begin the draft and go through TWO rounds skipping absent people.  On the third round, we will begin selecting the next available top 100 player from a mutually agreeable report.  If an owner forwards a list and notifies the commissioner that (s)he cannot make the draft, no penalty will apply.
b. Drafting order will reverse after each round.  Each franchise will draft from current NFL rosters in 5 categories and quantities as follows:
                  Quarterback      2
                  Running back    2
                  Receiver           2 (either wide receiver or tight end)
                  Offensive Flex  1 (either a running back or receiver)
                  Place kicker       2 (kicker chosen by team, not name)
c. Owners will be limited to 2 minutes per choice.  Failure to make a selection within 2 minutes will result in a choice forfeit for that round.
d. Following the normal draft, 2 rounds will be used to select 2 defense/special teams (combined).
e. At the end of the draft, owners may change any players they want from players still available.
f. If a player drafts and keeps an injured player, (s)he may put the player on I/R (injured reserve) and choose a replacement player for $2.
g. The owner in first place after Week 7 will host a mid-season draft.  However, the commissioner will host this party, if guilt does not convince the leader to meet the obligation.  The procedure will be the same as above. The new teams go into effect after Week 9.

 

3.    Trades
a.  Prior to the first kickoff of the second week of play, any franchise may cut/add players free of charge.  This excludes I/R transactions, which always cost $2.
b. As soon as second week games begin, all transactions will cost $2 each.  The fee must be given to the commissioner within 48 hours.  The commissioner reserves the right to void transactions paid late.
c. Owners may replace players listed "out" or officially reported on injured reserve for $2.  They retain ownership of these players until they play.  At that time, owners must decide to keep the original player, the replacement or both by cutting another eligible person on the roster.  This decision shall be at no charge.  The owner has first right of refusal on signing an injured player's actual NFL replacement, if the replacement does not already belong to another franchise.
d. Trades between owners will not be allowed.  Owners may buy cut players any time after the commissioner posts the transaction to the website at http://www.geocities.com/herems/.
e. All transactions must be reported to the commissioner's email at [email protected].  For duplicated drafts, the first recorded request receives the player.

 

4.    Rosters
Owners must submit rosters each Friday (preferably before 11:30), or prior to games scheduled earlier in the week, where a franchise "owns" a player/team.  For a week with a Thursday game, the commissioner will allow roster adjustments on Friday, provided the change would not affect Thursday game results.  Rosters consist of 1 quarterback, 1 kicker, 1 defense/special team and any combination of runners/receivers totaling 3 players.  Failure to submit a roster by the deadlines will bind the owner to the players' previous week’s status.  Submit rosters by email to the commissioner at [email protected].  The commissioner will post rosters to the website at http://www.geocities.com/herems/.

5.    Scores
a. Scoring shall be as earned by the player during the week, except quarterbacks earn 4 points for passing touchdowns.  For example, if you own both the quarterback and receiver of the same pass, you earn 10 points.  Quarterbacks don't earn points for touchdowns scored on hand‑offs or laterals but do earn 6 points for rushing touchdowns.  Two-point conversions will not count as special team points; points go to players involved.  The QB receives two points for passing.  Yardage earned in punt and kick returns will not count.  Scoring shall be as listed on ESPN.com, NFL.com or in the News Tribune.  For example, if the offense recovers its own fumble that results in a touchdown, the touchdown will count as a “fumble recovery” defensive score.  Scoring will also include points for yardage as follows:
                  Quarterback      1pt/50yds passing (50yd minimum)
                  Runningback     1pt/25yds rushing (25yd minimum)
                  Receiver           1pts/25yds receiving (25yd minimum)
This scheme disallows combined yardage.  For example, a running back who rushes for 40 yards and receives for 23 yards would only earn 1 point for meeting the minimum rushing yardage.  If the same runner received for 25 yards, he would earn 2 points -- 1 for rushing and 1 for receiving.
b. “Defense” earns 6 points for each touchdown scored by the team's defense or kickoff/punt return.  Defensive points also include 2 points for each safety.  In addition, special teams and defenses earn 1 point for each sack/interception.  Fumbles do not count for defensive points.
c. The commissioner will track scores earned by each franchise.  Owners remain responsible for verifying points earned and reporting errors.
d. The commissioner will post weekly scores to the website at http://www.geocities.com/herems/.  

 

5.  Winnings
a. Weekly winners will be as follows:
                    First                  $5
                    Second             $3
                    Third                 $2
                    Total                 $10 per week
b. Money not allocated to weekly winnings and expenses (paper for copies) will be distributed to the top 4 season totals as follows:
                    First                  40%
                    Second             30%
                    Third                 20%
                    Fourth               10%

 

6.  Postseason Play
a.  Each franchise may participate in postseason play for a one‑time $10 fee.  Rules are the same as for normal season play, except no one "owns" a player.  I.e., a player may represent more than one franchise.  Rosters are chosen from eligible playoff teams.  For each week the owner will submit 1 QB, 1 RB, 1 TE, 2 WR’s, 1 offensive flex (TE, RB or WR), 1 kicker and 1 special team/defense.  The commissioner will keep each owner’s roster confidential until all owners pick their teams.  (The commissioner will strive to select his team before any other owner, but reserves the right to make changes, for injuries not known at the time of selection.)  Once the commissioner posts rosters, no owner may make a line-up change regardless off circumstances.
b.  Postseason play has no weekly payout.  Only the top three cumulative scores receive winnings as follows:
                    First                  50%
                    Second             30%
                    Third                 20%

 

7.  Administration
a. John Herem serves as commissioner (The Commish), with Mary Herem as his backup.  When The League formed, existing owners voted that the commissioner pay one-half ($20) for the franchise fee. 
b. The commissioner will handle all administration, reporting and funds management.  The commissioner(s) will receive no reward for this heavy burden.  However, as in previous years, the commissioner's word is the law.  He/she reserves the right to settle all issues with no appeals allowed.
c. The commissioner will maintain weekly reports of standings and trades.  The commissioner reserves the right to not honor this commitment, if too busy or not available. 
d. Winnings will only be distributed one time, at the season‑ending Super Bowl party.  The regular season champion should host the party.  However, the commissioner will host this party if guilt does convince the champion to meet the obligation.
