Public Need


-The Citizens and Voters of Ohio want the State of Ohio to do more to help Ohio's Veterans.
-New Legislation will end the discrimination and violation of Ohio Active Duty Veteran's Civil Rights by only helping the Ohio National Guard with college tuition. According to Dictionary.com discrimination is: "treatment or consideration of or against, a person or thing based on group, class, or category to which that person or thing belongs rather than on individual merit: racial and religious intolerance and discrimination."

-Ohio is facing a surge of new Veterans as a result of President Bush's War in Iraq and Afghanistan.
-Ohio Service Members who would traditionally do more than 4 years or even retire from the military are not re-enlisting as a result of the current war and are returning back home to Ohio.
-I would give an estimate of 98% of Veterans want to go to a 2 year College, 4 year College, or Vocational School.
-Given improvements in technology, gear, and body armor. Most Soldiers who would traditionally died from an IED attack, explosions, gun shot wounds, and other combat related injuries are living and able to return back home.
-Veterans who are coming right out of the Army are traditionally at or near US Poverty Level.
-It's a hard transition from Military life back to civilian life and take into account of physical, mental, and financial obstacles.
-Accoeding to Trends in College Pricing 2005 report for the last ten years, college cost have risen faster this year as a result of inflation.

-The rate of growth in tuition cost at 4 year private colleges was about the same as last year 5.9% to $21,235. Last year public school tuition jumped to 10.5%

-Room and board cost of attending a private college $29,026 per year on average, and $12,127 at 4 year public universities.

-63% of students receive some form of aid, either loans, grants or both, according to the National Association of Student Financial Administrators.

-Veterans are in financial need and even face being homeless when they get out and it makes education very hard to pay for.
-New legislation would reduce anxiety and undue stress to Ohio Veterans.
-If an Ohio Veteran wants to get a 4 year education on the Federal GI Bill they will have to go into debt or work full-time.
-The State of Ohio is better able to give financial aid to Veterans than compared to the Federal Government.
-Ohio has a large population of citizens who are members of the Armed Forces. According to the 2005 U.S. Census Bureau there are an estimated 11,047 serving in the Armed Forces from Ohio.
