GENERAL RULES

1.NAME AND OBJECT.

The league shall be known as "The Heckmondwike & District Darts & Dominoes League". And is constituted for the enjoyment by it's members of these games.

2.CONSTITUTION.

The League shall have a President, Vice President, Secretary and Treasurer (League Officials) and a working committee to hold Office for 12 months. Each office holder shall retire at the Annual General Meeting relating to this duration of service but shall be eligible for re-election. A licensee will hold the position of President, Vice President and Treasurer. Any member of the League can hold the Secretaries positions. The working committee shall consist of the licensee and one named person per member house.

3.MEMBERSHIP.

Any Public House in the Heckmondwike and District may apply for membership by application to the Secretary at the Annual General Meeting on a date agreed by the committee. The committee have an absolute right to refuse any house membership without reason being given. Membership is open to both men and women.

4.THE COMMITTEE.

The committee will consist of the licensee and 2 named representatives of each member house and includes Honorary Members. The named representatives may be changed once in each season. The working committee shall make regulations as they may think fit by resolution passed by a working committee meeting and such resolutions shall be binding on all members of the league.

 

5.MEETINGS.

A General Meeting will be held at the discretion of the League Officials with at least 4 meetings being held throughout the season. An Annual General Meeting will be held on a chosen date at the end of each league program. All committee meetings to be held on a rota basis at each member house. Two points will be awarded to each member house attending such meetings and these points will count towards the Championship House Trophy. Meetings held between seasons will still be awarded points for attendance and will be counted towards the Championship House Trophy for the following season. Teams joining the league for the start of the new season will automatically be awarded these points. Member Houses who do not attend at least 3 of the committee meetings in each season will have to apply for re-admission the following season.

6.VOTING

Each committee member has one vote and a majority vote will carry a resolution. In the event of a tied vote the President will have the casting vote. There is no voting by proxy. An elected Honorary member of the League will also be allowed to vote at any meeting.

7.ELECTIONS.

All attending the A.G.M. will elect the League Officials as detailed at rule 2.

The President shall preside at all meetings or if absent the Vice President.

The Secretary shall keep minutes of all meetings and receive all correspondence. The Treasurer shall keep the Bank Statements and accounts and produce a Bank Statement at each meeting.

8.REGISTRATIONS.

Each member house shall send to the Secretary a list of their Registered Players along with the Registration Fee agreed upon for that season by the Committee.

Each member house can register an unlimited number of players.

A Registered player may play all four games and enter all competitions.

A player may only register with one house and is not allowed to register or play for any other League on a Monday evening.

For clarification any game played under the direction and control of the Heckmondwike and District, regardless of whatever night it is played, shall be deemed to come under the normal Monday night rulings.

Any member house not complying with this rule will be subject to the following sanctions.

(a) If the member house play a player who is also playing in another Monday night league and they use that player during a league match; all the points gained by that player will be deducted. The member house can also be suspended from the league for the remainder of the season.

The player concerned will not be allowed to play for the remainder of the season and can be expelled from the league sine die.

(b) If the member house plays a player who is also playing in another Monday night league in any of the competitions named below,

The following sanctions will apply.

The member house will have 10 points deducted from the Darts, Dominoes and 5;s & 3;s league table and 5 points from the Champion House League table.

A second breach of the above rules in the same season will lead to the immediate expulsion from the League without recourse to a meeting.

9.Any member can resign from the League if they wish to play in another League; this should be done in writing and addressed for the Secretary attention.

lO.All completed Registration forms are to be given to the Secretary by 8.30pm on the evening of the first match of the Season.

11.A copy of the Registration form bearing all registered players signatures should be displayed at the member house when games are in progress.

12.The licensee can approach the Committee for approval to register further players up to and including the last match in the first half of any season each year. Those players cannot play in the League until the Committee has granted approval.

13.DISTURBANCES.

Any player causing a disturbance in any house during a match night will be liable to immediate expulsion from the League, Sine Die.

14.APPLICATION TO JOIN THE LEAGUE.

Any Public House can apply to join the League by applying in writing whereupon it will be discussed at the A.G.M. If the application is approved they will be allowed to join subject to the House undertaking to abide by the conditions identified below.

(a) No other form of noise entertainment will take place in the same area as the games are been played. The term noise entertainment shall be classed as its everyday meaning, i.e. Karaoke's, Music groups/bands, quiz nights etc.

15.RESIGNATIONS.

Any member house resigning before the end of the Season may not rejoin in that season and is not eligible for any refund of monies paid. Any house not able to play matches at home venue, may not select another venue but subject to approval from the Committee may complete the season by either playing the remainder of their matches away from home or at a venue approved by the Committee.

 

 

16. PRIZES/TROPHIES.

Each year the League Officials will decide how much money to spend on the purchase of prizes/trophies for the respective winners of all competitions. Extra prizes can be ordered on the understanding that the member house will pay the full cost. The league officials will decide what prizes to purchase. All league trophies must remain in the member house and under no circumstances will individual players be allowed to keep - trophies at an address other then the member house. Should any league trophy be found to be missing, it is the responsibility of the member house having custody of it to replace the same. In relation to the L. Inns winners trophy, this trophy is owned by the George Public House Social Club and regardless of winner will always be held at the George unless the committee of the said Social Club say otherwise. The secretary has authority to replace or repair trophies up to a value of £300.00 per season without recourse to the League.

17. FINANCING OF THE LEAGUE

The League is a self-financing organisation. Each member house will pay into the League the sum of £10.00 per week. This can be raised by whatever means the member house feel is appropriate to their particular circumstances. The money will be due from the very first League game up to and including the last game of the season, be it a league or pairs match. The money will be due each and every week between those 2 dates even if no games are played. (for example the Christmas break). The monies due will be brought to the monthly meetings and given direct to the Treasurer.

18.All League matches will be played on a Monday evening apart from the Team Knockouts, House Reps and pairs competitions which can be played any evening. Games listed to be played on given dates can be altered only with the consent of both licensees involved and the Secretary must be made aware. Games will start at 8.30pm prompt unless exceptional circumstances permit, i.e. poor weather, power failure etc. In the event of a match being cancelled the onus is on the licensee responsible for the cancellation to give 2 clear alternative dates within 14 days of the cancellation that is acceptable to the other licensee. If no compromise can be reached the Secretary should be informed and the Committee will decide on when the match should be played.

l9.If a team is not in a position to play at 8.30pm prompt the opposition is quite within their rights to claim the game. There should be no more then 3 minutes between games, apart from the meal break at darts or where a situation arises that a darts player is playing dominoes or 5;s and 3;s or vice versa and is not immediately available. If a player or players are available they should sign in and play the game. If the 3-minute rule is breached and the circumstances given above do not apply the game or games can be claimed.

20.The home team must always sign in first at all games.

21.In the event of a dispute or objection, the captain of the team objecting must send a written report to the Secretary within 72 hours of the match involved along with 50 pence. The Secretary will then call a meeting of the working committee, giving the time date and venue of the meeting to all members of the working Committee and all parties involved in the dispute. The attending Committee will then consider the evidence and written reports submitted and listen to all interested parties involved in the dispute before deciding the outcome. The decision of the Committee will be final and binding on all members. The Committee may refund the 50p if they believe the complaint was justified. League Officials have the absolute right to investigate any irregularity of the rules as they see fit and appropriate and will report their findings to the Committee. In the event of a dispute or objection, the captain of the team must not sign the scorecard.

22.The home team shall ensure that the score cards are kept and brought to the monthly meetings. Any house failing to comply with this is liable to a fine of 50p per missing scorecard.

23.Each team captain must ensure that the score cards are signed by all players and he must sign it at the conclusion of the games to confirm the final result.

24.In the event of a team not completing the season if the team have not reached a halfway point of the season all points gained by the opposition are deducted. If the team have passed the halfway mark the results gained in the 1st half stand and only points gained during the second half of the season are deducted, unless the team involved have been regularly giving games away throughout both halves of the season then points gained will be deducted.

25. The minimum age to be a member of the league is 16 years of age. Any member between the age of 16 and 18 can only play with the consent of the licensee.

26. In the event of teams been of equal points at the conclusion of the league in any event. Then the team that has won the most games throughout the season will be deemed winners. If that format cannot resolve the issue a play off will take place on a date and venue as dictated by the committee.

GAME RULES.

DARTS.

7 games of 501 up best of three legs per game, straight off end finishes on double or bull.

Home player to throw first on games 1,3,5 and 7.

All games to be played on a standard treble board, 5 feet and 8 inches from the floor to the centre of the bull, 7 feet and 9 and one half inch from wall to throwing mark and 9 feet and 7 inch from centre of bull to throwing mark.

Both teams to keep a record of each player’s score and not to rely on one scorer.

DOMINOES.

5 games of pairs.

Each game is first to five.

Both chip and all count up.

Home pair to drop on games 1,3,5.

Playing a wrong dominoe (i.e. a dominoe that will not go) or knocking when one can clearly go will result in that hand been given to the opposition.

All dominoes left with the players in a count up should be placed face up so all players can see the dominoes left.

5;S AND 3;S

5 games of pairs.

Each game 61 up.

No chip and no count up.

Home pair to drop on games 1,3,5.

Players must play into the hole but cannot drop into hole.

In the event of a player playing a wrong dominoe or knocking when they could clearly play, the opposition will move forward 8 points. If less then 8 points are required then the opposition wins that hand.

Dominoes to be placed face up at the end of each game to allow both pairs to check.

IN RESPECT OF THE DOMINOES AND 5,S AND 3,S IT IS UPTO THE PLAYERS CONCERNED REGARDING ANY DISPUTE AND NO ONE ELSE IS ALLOWED TO INTERFERE OTHER THEN TO EXPLAIN THE RULES.

ALL 4,S.

3 Games of 15  up trump in at will.

Pitching same rules as darts

POINTS SYSTEM.

DARTS. 1 point per game, no aggregate. 7 points in total. 

DOMINOES. 1 point per game. No aggregate. 5 points in total. 

5,S AND 3,S. 1 point per game. No aggregate. 5 points in total.

All 4,S. 1 point per game 3 points in total

CHAMPION HOUSE POINTS.

1 points for winning teams in darts, dominoes,  5,s and 3,s and all fours.

Example:

A team winning 5 - 1 at dominoes = 1 points.

A team winning 4 - 3 at darts = 1 points.

A team loosing 2 - 5 at 5,s and 3;s = 0 point

A team winning all fours 2 - 1 = 1 point

total champion house points. = 3  points.

TEAM KNOCKOUT COMPETITIONS.

DARTS.

Captain’s toss for first throw and winner recognised as home team, however in the T.K.O. only signing in will be done alternately. 9 legs of 501 up, each leg consists of one game only.

Straight off finish on double or bull.

In the event of a 4-4 draw after the game the captains toss again for first throw. The ninth man must not have previously played in the match.

DOMINOES.

Captains toss for first drop; winners recognised as home team. Rules 5 games each leg first to 5 first to win 3 games wins.

5,s and 3,s.

As per dominoes.

PAIRS AND SINGLE COMPETITIONS.

DARTS.

Games to be 501 up best of three legs. 

Toss for first throw and toss again should it go to a third leg decider.

DOMINOES. Games to be best of three legs five up each leg. Same rule as per darts for first drop.

5,S AND 3,S Games to be best of three legs of 61 up. Same rules as in darts for first drop.

ALL FOURS.

Games to be 11 up best of 3 games. Trump in at will.

Same rule as per darts regarding pitching.

In the pairs and single competitions the general rule is that substitutes are not allowed. However in exceptional and unforeseen circumstances where a player cannot take part, his partner may approach the Secretary with a request that another registered player with the same member house take his place providing that player has not himself played in a previous round with the unavailable player and the substitute likewise.

The semi finals and finals of all the competitions identified above will be played on a neutral venue with the exception of the team knockouts.

Providing that the 2 licensees involved agree to play at one of the two competing member houses.

BILLY BATTYE INDIVIDUAL DARTS COMPETITION.

The matches are best of three legs 501 up. Finish on double or bull. Toss up for first throw and in the event of a 1-1-leg draw re-toss for first throw on deciding leg. The finals of this competition will always be held at the Crown Public House, Staincliffe, Batley. And will never be played anywhere else without the prior consent of Mrs P. Battye or her named representative.

L. INNS.

Single dominoes 7 dominoes each. Best of 3 games each game first to 5.

The final of this competition will always be held at the George Public House and will never be played anywhere else without the express permission of Mrs J. INNS or her named representative.

In respect of all competitions the dates are decided by the Secretary and published well in advance. Do not enter if you are not available. The dates will not be changed.

As in Monday night matches games in all competitions will start at 8.30pm prompt. You are fully entitled to claim the game if your opposition is not in a position to play by this time.

ALL MEMBERS ARE REMINDED THAT THIS LEAGUE WAS FORMED MANY YEARS AGO SO THAT MEMBERS COULD ENJOY THE GAMES OF DARTS AND DOMINOES.
