Christopher Columbus discovered Tinidad on July 31, 1498, and by 1797 when Sir Ralph Abercromby captured the island for the British, the Spaniards had already established a type of Crown Colony Government.

The Spaniards had their Cabildo:-

"a body corporate that partook of the mixed nature of an ecclesiastical council, a parish vestry, a municipal corporation, and a council of government."

The British did not make any sudden change, but by 1841 the Cabildo was changed to theTown Council of Port of Spain and by 1845 the Spanish law was completely repealed.
