Goats typically will carry two thirds of their weight, however just like athletes, the more conditioned they are the better they will perform. I carry around 40lbs on my goats. Sannan , Alpine and a mix of the two are considered to be the best breeds for packing. There are other breeds such as Toggenberg that do very well and are used frequently. My experience came from a live and learn, I also recommend getting the book ( The Packgoat) it will tell you all you need to know about keeping, training and caring for your goats. There is also a book called Practical Goatpacking. I started them on dog packs and would take them for walks. My panniers I decided on are the Ridge walker system. They are made of ballistic cloth which is really strong and need to be the goats seem to rube against every tree or bush in the woods.
