Rules of Shanghai Sevens 2004

1 Playing time will be two x 10 minutes for the Saturday group games. For the Sunday knockout games, it will be two x 12 minutes, except for the Cup Final, which will be 2 x 15 minutes. Each game will have a minute half time break. 

2 The top two teams in each group will qualify for the second round of the "Cup". 3rd and 4th in the group, will play for the "Plate". Last place teams will play for the "Bowl". 

3 In case of a tie for the decision of the ranking of each group first, the points, then goal difference, then most goals scored, then the direct result shall determine the qualification. 

4 All Sunday Games will be on a "knock-out" basis. If scores are level at full time, then a 3 v. 3 golden goal of 5 minutes will take place. If still level after extra time, then a penalty shoot-out will apply. Three (3) penalties per team by any registered players can compete. If there is still a tie, a sudden death penalty shoot-out will follow. 

5 All teams will receive three (3) points for a win and one (1) point for a draw. In addition, one (1) point will be awarded to any team for three (3) or more goals scored in one game. This means maximum four (4) points per game for any team. 

6 The score field will be 65 meters long and 55 meters wide and the Goals are 2 meter high and 6 meter wide. 

7 The penalty area will be marked as an 8-meter semi-circle and fouls or handball inside will be considered as a penalty. 

8 Of the 12 registered players, only 7 can start the game, however, unlimited substitution is permitted but only from the center line and without prior approval of the referees but the player substituted must be off the field first! 

9 There is no offside. 

10 During free kicks and corner kicks, defending players must keep only a 4 meter distance otherwise all FIFA rules apply. 

11 A player who gets a red card will be suspended for at least the next game and for serious offense possibly for more games! A player with two red card is disqualified from the tournament. 

12 Any team that arrives late, more than five (5) minutes after the scheduled time, will forfeit the game by 2:0. Three (3) points and two (2) goals shall be awarded to the opponents. 

13 According to FIFA rules, the referee's decision is final. 

14 Any event not covered above will be discussed and decided by the organising committee consisting of one representative of each team and tournament organiser, as well as one referee.
