| PPA Memorandum Circular No. 38-98 Guidelines on the Handling of Cargoes at the South Harbor 1. Objectives : To rationalize the handling/movement of cargoes at anchorage and piers of the South Harbor : To protect pier facilities. 2. Definition of Terms 2-1. Anchorage : is a place with sufficient depth of water where vessels anchor or may lay up at anchor within the harbor 2-2. Load Limit : is the maximum load limit of 500 psf and 200 psf allowed on rehabilitated and unrehabilitated piers, respectively. 2-3. Breakwater : is an extended offshore structure built to protect the harbor from high and/or strong waves coming from the open sea. 2-4. Outside Breakwater (OBW) : is the portion of South Harbor Anchorage area located at the western side of the South and West breakwater. It has three (3) major mooring areas designated specifically for quarantine activities, explosive/dangerous cargo operations and idle vessels. 2-5. Inner Breakwater (IBW) : is the protected portion of South Harbor anchorage area bounded by the South Breakwater on the west, the Roxas Blvd, seawall on the east and the Manila Yacht basin on the South. 2-6. Bulk Cargoes : refers to loose and/or homogenous cargoes which are not crated/palletized. 3. Guidelines : The following bulk cargoes shall be handled at ; 3-1. OBW - a) highly inflammable cargoes or combustible liquids, in any quantity as defined in the IMDG Code, b) Obnoxious cargoes, corrosive liquids, acids and dangerous poisons as defined in the IMDG Code, c) Crude oil, petroleum and other related products d) Explosive classified in the IMDG Code 3-2. IBW - a) Wheat b) Fertilizers (urea, ammonium sulfate, and related products) c) Soda Ash d) Soya, Cocoa Beans e) Animal Feeds (fish meals and related products) f) Clinkers, gypsum, coal foundry coke, carbon and silica sand g) Cement h) Log i).Anyone single unit cargo whose weight exceeds 500 psf and 200 psf in rehabilitated/unrehabilitated piers, respectively. 3-3. Cargoes enumerated under paragraph 3-2 hereof may however be handled at the pier when said cargoes are contained in bags, drums or any packaging (i.g. cement, animal feed/fertilizer, salt, sugar) and after a permit to discharge at the pier is secured from PPA and other concerned government agencies. 4. Penalty Clause : The penalties for non-compliance of port rules and regulations as provided shall be applied to anyone or entity found, after due process, to have violated any provision of this Circular. |
