The purpose of the Arbitor is to clearly advise The Graund on any militeristc, political or economic circumstrance. Only if permitted by the Graund may he issue an order to, or take command of, any Wolfheron individual, or unit. Usually the Arbitor stays on main wolfheron territorial grounds, advising the base and its defense. Only when information is gathered does he advise the Graund on a milteristic, or political decision on main grounds. If the Graund is killed or captured, the Arbitor takes immediate control of the army.
