The first step in knowing how to write a cover letter is doing the proper research.

Hopefully, you've already got a resume. If you don't, you're going to need to write one. A cover letter without a resume is like a sandwich with just one piece of bread.

Don't edit your resume as you write it. Include everything you can think of, even if it's not related to the job your thinking about at the moment – having a master resume makes it easier to compile fresh resumes if and when you ever have to submit one again.

Only after you've exhausted every last accomplishment, degree, life changing experience, and merit badge should you go back and choose what to include for a particular application.
