THE VAMP RETURNS: Two years ago, CBS commissioned a pilot with Rick Springfield about a vampire cop called Nick Knight. The network passed on the project, but now it's been reborn as Forever Knight, sans Springfield, for the CBS late-night series of action shows. How did the producers get CBS to reconsider? ''We made it sexier,'' says executive producer Jon Slan, ''because it's being done for late night, and we played up the vampire elements.'' Knight airs tonight at 11: 30 EDT/PDT.
