Why is it difficult to establish democracy in a country without traditional democratic government? Ie. Russia.

The Russian government was not a democratic government to begin with and therefore lacks the strong foundation of a democratic government. There are certain qualities that a government needs to have in order for a democratic government to exist and be successful in a country. Qualities such as:
� defined classes and a strong and large middle class
� the majority of the citizens must have a sense of the class system and respect it
� The government must respect the power it obtains and the power of the people and that the people do obtain a certain amount of power.
Russia does not and will not have those certain qualities due to its background.The fact that it is trying to recover from a communist society which has the complete opposite ideals of a democratic government makes the concept of a democratic government even seem more distant.
