An argument for the formation of a
Federation of States
outlined.
The 'napkin' outline:
Why:
1) The present system is not really Constitutional.
2) The inherent inter-action and impacts lead to the
need for an inter-relating environment to balance them in a
healthy way.
3) We are presently generating a significant trade
imbalance mainly due to the Social-Economic imbalance
between the workers.
4) Perhaps such an entity could be big enough and
deep enough into the data that examining the Federal Gov-
ernment's activities, to help the people root out failings
and/or corruption, may be possible.
How:
1) It may never supercede any nations security endeavors
and other legal Constitutional responsibilities.
2) Must have an active check in its Adminstration perhaps
much like our Original Constition allowed. (It was eliminated
when the method of voting for the President was modified to a
single vote method. The electoral college was tying up the votes
equally requiring Congress to settle it, it was also tied
politically.)
Basic Financial Concerns:
What money is intended to represent:
1) Primarily the action that puts something into a beneficial
state.
The Primary Bases that it is founded on:
1) Natural resource made available.
2) Modifying or Cultivating the resource.
Note: Since the later can be so arbitrary there is some need to
keep these separate in some sense to, so those effective at leading
cultural processes to their benefit cannot be taking the fair share
of resources away from others use and control while they are
responsibly managing it.

The slightly more detailed outline:
Why:
1) U.S. Constitution: The present system is not really Constitutional.
A) The Amendment Article X of the Constitution clarifies
that the States or its people are reserved all powers not
specified to be given to the Federal government. Which in
short are the uniform application of powers for:1) National Security.
2) Standards of Weights, Measure and Money, Postal
System, Taxes and Tariffs (Import/Export).
3) A judicial system to settle matters of Federal law
and matters crossing State or Inter-National boundaries.Thus defined: Social programs are really not a part of
the Federal Government's powers and responsibilities.
2) IMPACT MANAGEMENT: The inherent inter-action of the effects
of natural events and mobile populations lead to the need for an inter-
relating process to balance and manage things in a healthy way.A) And should that be made functionally sound; perhaps, where
possible, the system can go beyond national boundaries.1) In no way can it supercede national governance. Yet
by it being a stabilizing process, a nation would naturally
find it the most logical foundation to function on as long
as they are not be threatened with external force.3) ECONOMIC IMPACT MANAGEMENT: We are presently generating
a significant trade imbalance mainly due to the Social-Economic
imbalance between the workers.A) Much of this imbalance may stem from poor education
and/or information. In any case, it is not easy for people
to determine, even with our present education level, what is
sustainable with the resources they have available.4) GOVERNMENT FIDELITY: Perhaps such an entity could be big
enough and deep enough into managing public information that having
the States examine the Federal Government's activities, to help the
people root out failings and/or corruption, may be possible.A) The Federal Government, itself admits that it is
unable to properly audit its military spending (one of the
more significant parts of its budget). While all the
defense industry is apparently able to note it all down
to the penny. (From Bill Moyer's', Now.)
How:
1) ESTABLISHING: Given, such an entity may never supercede
any nations security endeavors and other legal Constitutional
responsibilities. It must be basically a legal agreement between
States to pool resource in a way that is effectively an insurance
policy that just stabilizes the natural productivity of the land, and
its peoples cultivation thereof..A) Must establish an active check in its Adminstration
perhaps much like our Original Constition allowed. (It was
eliminated when the method of voting for the President was
modified to a single vote method. The electoral college was
tying up the votes equally requiring Congress to settle it, it
was also tied politically. Amendment Article XII upon Article II
of the Constitution.)1) South Africa's new reformation generated this by
giving a party have more than 80 members in its
Parliament (somewhat equivalent to out Congress) the
power to put a person in the Administrations cabinet
(I am sure they are inherently able to insure that the
law is being obey in even secretive area by passing
matters to a proper enforcement entity which may obtaining
a warrant if necessary. This helps to squelch any
prejudicial endeavors trying to establish themselves.
A struggle that that country suffered so much with.)
2)It may not matter as much how, exactly it is structure,
but that I it actually able to function healthily, even if public
evidence is slow to surface.B) Note Social Securities Impact: To me it is obvious that
the establishment of the Social Security program gave the
business community a much better foundation to build on.
Since they were insured that there would be at least that
source of income possible.
2)Operating:Basic Financial Concerns:

state on two fundamental bases:
A) Natural resource made available (energy and material).
1) Sustainable resources: things that recycle or are
naturally resupplied, such as solar, wind and wave energy.a) one might note that a 6 foot wave contains about
100 KiloWatts of power every 50 feet of length.2) Emergency Materials (ie. non-sustainable)
B) Modifying and/or the Cultivation of resources.
Note: Since the later is can be so arbitrary there is some need
to keep these separate in some sense [perhaps by issuing two type
of money if necessary], so those effective at leading cultural
processes to their benefit cannot be taking the fair share of
resources away from others use and control, while responsibly
management is soberly endeavored.1) To note how much a separate matter culture resources
are; one might notice medicines typically requirements: a
small amount of materials can generate significant benefits
compared to transportation which is using billions of gallons
of petroleum and tons of metal to function viably. This also
helps to show the potential impact of not properly noting the
sustainability of a system.
