Charity Tariff
In order to address the economic impact when we try to compete against another country that is artificially depressing the economy and possibly thereby the people; we may well be wise to apply a Tariff on imported items, to have it returned to the people making the products in a form that will help them build up their lives to a similar cultivation standard as our own.  Charity groups, the peace Corp, etc, would likely stand up to the plate in helping things get done.  When we don't we are likely insuring that we will fall to their level of existence in the long run, in some fashion or other.
Should we do so it is not wise to force our cultural standards on them.  Instead there needs to be education and example as to why we function the way we do.  If they can out do our standard, we instead may have something to learn.
The big problem that is likely effecting the middle east and western Asia, is the drug cropping and trafficking that is so financially lucrative.  The ideal solution would be to get the demand stopped.  There are efforts being made to make a vaccine against drug abuse that is showing some signs of effectiveness for those wishing to stop. There is also some drug that are in the test stages that stop the 'mu' opiate receptor from working to generate the addictive effects.  This happens to be the target for cigarettes also.
