Sparky is a replacment character in case one of your players loses or abuses their character. Sparky should be somewhere neear equal in dot sto your players, at least a starting level character, although feel free to adjust dots as needed.
Also for you, Sparky knows almost everything that goes on in Gotshom, but will guard its knowledge jealously, except where it thinks it can trick the characters. Feel free to give the player hints at the danger level of various directions, and what would be the best way to foul up the other characters.
