NOTICE TO MARINERS.
 
           Each day, (Sunday excepted), at half past twelve o'clock, the signal ball in the Citadel will be hoisted half-mast, at five minutes before one, it will be hoisted to the mast-head, and at one o'clock meantime at Observatory, the ball will be dropped.      A chronometer keeping Greenwich time should then show 5h, 44m. 53s.
