Finance Committee
Committee Charge:
The finance Committee of the Gratiot Collaborative Council shall be responsible for providing input to the Executive Committee on financial issues including internal controls, proposals for support or funding, fiduciary agencies, and ongoing projects and contracts.

I.    Internal Controls:
      Coordinate process and payments from the Council Chairperson
           and Council Prevention Coordinator and Council for approval
           by fiduciary agency for processing
      Monitor reports and funds from fiduciary agency for regular monthly
           review
      Regularly monitor contracts and ongoing funding

II.   Proposals for Support or Funding: (RFQ, RFP, etc.)
       Review and make recommendations to the Council regarding
             monies available, needs assessment and Council identified
             needs.
       Review proposals for support and/or endorsement by the Council
       Reviewing and making recommendations to the Council
             regarding proposals for funding by the Council according to
             Strong Families/Safe Children, fiduciary regulations and guidelines,
             and fund source eligibility criteria
       Reviewing the budget section of grant/project applications submitted
             by the Council and make recommendations
       Monitor and keep informed of the current status of funding sources
             and regulations
       Assist in the location of funding sources for specific unmet goals for
            
Strong Families/Safe Children and Council goals

III.  Fiduciary Agencies:
       Monitor management of funds by reviewing quarterly reports
              from Fiduciary agency including:
               a) budgeted revenues,
               b) budgeted expenditures,
               c) actual revenues,
               d) actual expenditures
       Provide regular (no less than quarterly and preferably monthly) reports
               to the Executive Committee and Council regarding Council
               financial status.

IV.  Ongoing Projects and Contracts:
       Monitor on-going projects and contracts including: 
               a) budgetary issues,
               b) contract compliance and review of monies available and
                   needs identified
       Provide regular (no less than quarterly) reports to the
               Executive Committee for reporting and recommendations

Other Duties:
       Duties assigned by the Executive Committee
       Meet periodically with the Evaluation Committee

Membership:
The committee shall consist of three to five persons appointed by the Gratiot Council.   This term of office shall be for one year.  The committee shall appoint a chair for the one-year term.  The chair will report committee progress to the GCC executive committee.

Staff:
The Prevention Coordinator shall provide support to the Finance Committee
