It is Microsoft's fault for being psycho, and Netscape's fault for not taking things serious enough. What it means for you is that you will not be able to use all the features on this page and subsequent linked sites.

In the center of the page you just left is small table with a cel mouse-over effect. When you mouse over it, it "reveals" the links, like so:
