Q. Just trying to settle a debate about "at" at the end of a sentence. i.e. Where is it at? I thought is was a case of a dangling participle but couldn't find anything about it.

A. "At" is a preposition.The reason it is not considered standard English to end a sentence with "at" is that there is a rule against ending a sentence with a preposition.
