Q. I have question about the following sentence: All art and music is/are available for purchase. "All," as we all know, is a collective noun and can be considered singular or plural depending on how the elements of its collection act -- collectively or independently. With that said, which way would you lean? Singular is or plural? Thanks for your insights.

A "All" is not a noun in this sentence; it is an adjective describing two nouns "art" and "music." Since there are two nouns in the subject, the verb should be plural.
